The Architecture And Cultivation Counter Measures Of New-Type Agricultural Management System

As the level of agricultural productivity improves constantly, the agricultural production method which major in traditional small-scale production has been gradually no longer meet the requirements of modern agricultural development in our country, exploring and building new-type agricultural management method has the vital significance on solving the problem of agricultural development, promoting the agricultural modernization and the simultaneous development of industrialization, urbanization, informatization and agricultural modernization. Therefore, we should establish a new-type agricultural management system which includes the features of intensive, specialization, organizational and socialization, and which got general attention from local government and academia after it was advanced on the 18 th Central Committee of the Communist Party of China. However, compared with the traditional agricultural management system, the study on the new-type agricultural management system is still lacking, and it needs systematic, interactive and dynamic theory research and empirical analysis. After exploring the connotation of the new-type agricultural management system,this paper put forward a new type of agricultural management system of point-line-surface three-dimensional frame structure based on system theory, and analyse the evolution mechanism of point-line-surface three-dimensional. Then this paper explored the evolution and structure mechanism of the new-type agricultural management system in Lankao through three dimensional coordination theory based on field study, and refined the key factors which affects the evolution of the new-type agricultural management system in Lankao. Afterwards, this paper put forward some cultivation countermeasure of the new-type agricultural management system after identifying the core nodes of the new-type agricultural management subjects through social net analytical method, to perfect the theoretical framework of the new-type agricultural management system that proposed in this paper. Finally, we draw some conclusions as follows after systematic study.Firstly, the construction of the new-type agricultural management system can solve current agriculture issues and achieve agricultural modernization efficaciously. From the system theory angle, the construction of the new-type agricultural management system should include three dimensions that points(the gradual production and expansion of the new-type agricultural management subjects), lines(the network cooperation among the subjects), surfaces(the full playing of the positive role from internal and external environment), mutual promotion and collaborative development in three dimensions which include subjects, the netwok among different subjects and management environment. So this paper structured the theoretical framework from the cultivation of subjects, network and environment of the new-type agricultural management.Secondly, based on field questionnaire and interview of agricultural management subjects in Lankao, we found that the agricultural management subjects of Lankao develop rapidly in recent years, and appeared following characteristics: multiplication of subjects' intervention, momentum's diversity of development, overall improvement of agricultural management, driving ability's lacking of leading enterprises, insufficiency of development powers in small and medium-sized agricultural enterprises, weak innovation ability of agricultural enterprises.Thirdly, this paper analyzed the present characteristics of the new-type agricultural management network in Lankao by centrality degree index and betweenness degree index of social net analytical method, and draw following conclusions:(1)The government, universities, research institutions and agricultural service organizations, as well as some large family farm or professional cooperatives are important nodes in network connections, and the network structure has multicore form.(2)The connection degree among the new-type agricultural management subjects is not homogeneous, the centrality and betweenness degree index between the nodes of the new-type agricultural management subjects have large differences.(3)The connection among the subjects of agricultural production is close, but the connection between the agricultural enterprise and other subjects is few. We can identify the important nodes in network by comparing these nodes' status. Then, we found: the government is at the core position during the beginning period of the new-type agricultural management system' establishment; The social status of the family farm and the farmers' professional cooperative network is higher during the development period;The big-specialized-households of crop and animal productions have few connection with other subjects, and the related mechanism of interest among the agricultural enterprise and the other subjects. So their social status was weak. The cultivation of the new-type agricultural management system should be strengthened in the future by following measures: strengthening the driving of the leading enterprise, innovating the method of the agricultural management, strengthening the connection in the network, perfecting the interest mechanism among the subject.Fourthly, the environment of new-type agricultural management has following characteristics and so on: the service environment provided by the government develops well, but the cultivation level of the financial and insurance market is low, and the agricultural products market still has a great space for development, the driving force of the innovation is still lacking in the development of the agriculture. The new-type agricultural management system forms gradually in Lankao, but still need be perfected. On the other hand, the subjects node increases gradually, the connection in the network strengthens gradually, the degree of the agricultural management organization rises continually, the management environment consummates constantly during the process of promoting the growing of the subject and innovating the way of the organization.Fifthly, the subjects, network and environment of the agricultural management in Lankao evolved together, and development process can be divided into two stages:(1) The embryonic stage, the improvement of agricultural management environment bring the subject of new-type agricultural management, but its amount and scale are both small, and the management network has stunted growth;(2) The development stage, the further optimization of agricultural management environment brought major development of the new-type agricultural management subjects, and then promoted the progressive establishment of the new-type agricultural management environment. Analysis to predict the future maturity stage, the maturity stage should present following characteristics: the management capacity of subjects were high generally; the network linked efficiently and complementarily; the environment was mature and perfect.Sixthly, after analyzing the operation mechanism of the new-type agricultural management system in Lankao by the three-dimensional co-evolution method, we got the following conclusions: The new-type agricultural management system is organic, and the subject,network and environment which included in it always evolves synergeticly and influence each other. The environment of the new-type agricultural management optimizes constantly by the driving of the government and the pulling of the market, and be influenced by the production factors of fund, technology and labor force at the same time. The key of improving the new-type agricultural management subject's quality lies in motivating the entrepreneurship of striving and innovation and promoting the endogenous ability, and the subject of the new-type agricultural management becomes the important node in the network for its powerful radiation capacity. Finally, the improvement of the agricultural management environment and the increasing of the subject's quantity and quality promote the increasing and flowing of the knowledge in the network, and then bring the synergy development of the subject, network and environment. In conclusion, the cultivation of the new-type agricultural management system should base on the synergy innovation of the subject, the network and the environment.
