Establishment Of Mechanism For Construction System Of The New-type Urbanization

In the rapid development of urbanization in China,there are some problems also exposing gradually,such as government pursues the quantity of achievement instead of the quality in many urbanization cases,and poor long term planning.In this regards,the problems are analyzing from supply mechanism beforehand,evaluation mechanism after the matter,dynamic mechanism above the system and service mechanism of the grass-roots level during the event of new-type urbanization construction system by applying system science theory.And the constituent elements,index systems,structural models,operation models and countermeasures of the establishment mechanism are put forward by using the method of system dynamics,interpretative structural modeling,analytic hierarchy process,logical structure model and their softwares.First of all,the problems of supply mechanism are pointed out from the aspects of manpower,land,capital,industry and technology,and then the causes of these problems are analyzed by the relevant theories of system science.Meanwhile,the software of system dynamics Vensim-PLE and the flow rate of the basic in tree modeling method are used to construct the index system of the supply mechanism and offer a proposal for improving the supply mechanism on the basis of analyzing the factors of promotion and constraint.Secondly,the problems of dynamic mechanism from the aspects of government leading power,market adjustment measures,and participation of residents are put forward.The principle of system science is applied to explain the cause of formation,the rationality of the selection of dynamic mechanism elements is analyzed,the index system and the structure model of its dynamic mechanism are constructed,and the corresponding countermeasures are put forward by the system theory and the operation model of dynamic mechanism is constructed.Next,the problems of service mechanism are introduced from the areas of basic public service,economic public service,social public service,and social security service.The relevant theoretical knowledge of system science is applied to explain the causes behind it,while the ISM method is used to analyze the relationship between the elements of service mechanism,the index system and the structure model of the service mechanism are constructed and the corresponding suggestions is raised.Finally,the operation model of service mechanism is established.Last but not least,the existing problems of evaluation mechanism are proposed from the aspects of evaluation basis,evaluation system and evaluation result.Then the system science theory is applied to analyze the cause,and index system of evaluation mechanism is constructed.After that,the analytic hierarchy process and YAAHP software are applied to establish the evaluation model of construction system of the new-type urbanization,and an example analysis is made.In the meanwhile,the structure model of evaluation mechanism is built on a macro level,and the countermeasures and suggestions of improving the evaluation mechanism and operation model are proposed.Through the study of four mechanisms above,a new thought is hopefully provided for the construction of the new-type urbanization.
