In this paper, the use of the Smith Model on implementation analysis of the new national processing trade of about Yong customs, the study found that Yong state implementation of the new processing trade policy has made some achievements, at the same time, also appeared:the policy execution supervision is not in place, there is arbitrary law enforcement, customs and the Department of commerce collaboration with problems, and influence the effect of the effectiveness of policy implementation and solving practical problems.In order to better promote the implementation of policies, we should establish an information and intelligent "policy implementation monitoring system", which is to collect customs and local government in the process of processing trade policy, the introduction of risk management philosophy, the use of large data, cloud computing and other advanced technology for real-time dynamic analysis and monitoring, to ensure the effective implementation of policies. At the same time, it needs to strengthen the work force of customs and business departments, establish a sound working mechanism, the Nanning processing trade service platform to improve the policy implementation system of the two sides, to build an information exchange platform between implementing agencies and enterprises, and promote the effective communication between policy makers and management. In order to improve the effect of policy implementation, it is also needed to improve the level of development of the processing trade industry in Nanning area, pay more attention to the development of local industries, and form a good situation of scientific and normative development.
