Targeted Poverty Alleviation In Y Town Based On Smith Model Research On Policy Implementation

Poverty alleviation is not only an important political task of the party and the government,but also a concentrated embodiment of their people's character.The report of the 19 th National Congress of the Communist Party of China points out that "it is our party's solemn commitment to let the poor and the poor areas join the whole country in entering a well-off society in an all-round way.We should resolutely win the battle to get rid of poverty,ensure that by 2020,the poor people in rural areas will get rid of poverty under the current standards of our country,and all the poor counties will take off their hats,solve regional overall poverty,and get rid of real poverty and real poverty." As the most grass-roots political organization that implements the targeted poverty alleviation policy to the "last kilometer" of the poverty-stricken object,the township government is the backbone of the poverty alleviation work,bearing the historical task of implementing the targeted poverty alleviation policy,improving the poverty governance ability,and leading the majority of rural people to become rich and well-off,and its implementation effect directly affects the performance of the policy.This paper uses Smith policy implementation model to carry out empirical research on the implementation of targeted poverty alleviation policy in Y Town,analyzes the current situation of the implementation of targeted poverty alleviation policy,analyzes the problems and reasons,and explores solutions based on the problems.First of all,case analysis and interview are used to analyze the current situation of the implementation of targeted Poverty Alleviation Policies in Y town.Secondly,the Smith policy implementation model is used to evaluate the implementation effect of the targeted poverty alleviation policy in Y town from four factors: the specific terms of the targeted poverty alleviation policy,the targeted poverty alleviation policy executors,the target groups and the policy implementation environment.Based on this,the paper analyzes the four problems in the implementation of the targeted poverty alleviation policy: the targeted poverty alleviation policy system is not perfect,and the targeted poverty alleviation policy is not perfect The main body of the implementation of the policy is not efficient,some target groups have low level of culture and participation awareness,and the implementation environment of targeted poverty alleviation policy is not ideal.Finally,we try to put forward solutions and suggestions for the implementation of targeted Poverty Alleviation Policies in Y Town,which are mainly reflected in four aspects: first,the dimension of policy system: improving the system of targeted Poverty Alleviation Policies and supporting system of targeted Poverty Alleviation Policies;second,the dimension of main body of policy implementation: attracting multiple forces to participate in the implementation of policies and improving the construction of main body of implementation;third,the dimension of target group: increasing Fourth,the environmental dimension of policy implementation: improve the supervision mechanism of policy implementation,create a cultural atmosphere of policy implementation.In order to provide useful reference for the targeted poverty alleviation work of Y town and other township governments in other regions of the country,and promote the implementation level of township government policies.
