The Establishment And Evaluation Research On Regional Innovation System Of Hefei

Since 21st century, the innovation-driven mode based on knowledge has become the main mode of "new economy" in the world. In the field of regional development, regional innovation is of great significance to promote industrial upgrading, to optimize industrial structure, to eliminate regional conflicts and to coordinate regional development. Basing on the research achievements of regional innovation theory, this paper systematically expounds the connotation, system and theoretical method of regional innovation. With present situation of regional innovation development in Hefei, it analyzes the industrial development status and industrial cluster there and build a comprehensive evaluation index system with being aware of the advantages and disadvantages. According the specific data, it puts forward some efficiency evaluations of the actual operational situation of regional innovation system in Hefei, as well as some suggestions.This paper is divided into six parts. The first part is introduction. In the preface, the paper describes the significance of the topic, research status, research methods, and technical route. The second part describes the system of regional innovation connotation, theory and evaluation methods, and development of regional innovation. The third part introduces the innovative environment and current situation of the industry development in Hefei, and analyzes the current regional industrial agglomeration problems existing in the construction of Hefei, understanding of the economic development of Hefei in depth. The fourth part, it puts forwards the targets and the operational mechanism in the base of the connotation of regional innovation system in Hefei. The fifth part is about evaluation of the regional innovation system in Hefei.There are some evaluations of the operational efficiency of the regional innovation system in Hefei with the data envelopment analysis method (DEA) in this paper. It analyzes the effectiveness in two aspects of technology investment and economic benefits by using the quantitative analysis from the index design to the data processing. The sixth part, according to the evaluation results, it puts forward countermeasures and suggestions:what is suitable and feasible is that we should base on four aspects:government, market, enterprise and university, because the key of constructing the regional innovation system in Hefei is to optimize the operation mechanism.
