The Establishment And Evaluation Research On Regional Innovation System Of Qingdao

With the development of regional economy in the world scope, how to put forward the development of regional economy swiftly and effectively has been the focus, which attracts all of the attentions, with the importance of innovation is obvious day by day. The establishment of regional innovation system plays an increasingly important role in the process of regional economic development, many domestic provinces and cities are actively engaged in the establishment of regional innovation system in order to promote local economic development, therefore the construction of regional innovation systems has also been more and more the concern of people. The theory of regional innovation system gradually improves and its practice has also made a number of grade. The construction of the regional innovation system has been positively carried on in domestic provinces and cities in recent years, but whether the establishment of these systems effectively impels the regional development and achieved the anticipated goal or not needed one set of index system to scale.The main goal of this paper is: This thesis is based on specific facts of establishing regional innovation system of Qingdao. It absorbs related academic data and results of authorized institutes of Qingdao and Shandong as much as possible and also integrates the results of international regional innovation system theory studying. It analyzes characteristics of the environment and resources in the process of its establishment and set up evaluation index. It executes empirical analysis on the establishment of regional innovation system, thus we can know the inadequacy of the regional innovation system and put forward countermeasures and suggestions for future.This paper mainly used the method of combining quantitative analysis and qualitative analysis as well as combining theory with practice. Graph analysis method has also been handled widely. The full text is divided into eight parts. The first chapter is preface, which shows the background and significance of research, the status of research at home and abroad and the commentary, contents and methods of study and the innovation of this thesis. The second chapter studies the regional innovation system in the detailed theory elaboration and introduced its origin and theory constitution. It includes national innovation system, conception, function, structure and operating mechanism of regional innovation system. The third chapter shows the status of the environment and resources in the process of its establishment in Qingdao, and also studies the influence of the environment and resources on regional innovation system. The forth chapter mainly shows the status of establishment of regional innovation system in Qingdao and the main problems in its development. The fifth chapter studies the impact factors of the establishment of regional innovation system in Qingdao. The sixth chapter studies the evaluation of the establishment of regional innovation system in Qingdao, including the construction of evaluation index system, the select and identify on methods of evaluation and the evaluation. The evaluation index persists principle of scientific nature, coordination and dynamic, and considered the characteristics of regional innovation network including the essential factor evaluation, the put evaluation, the ability evaluation, the environment evaluation and the benefit evaluation including five parts and 36 indexes.
