Traditional agriculture gradually replaced by modern agriculture is the inevitable trend of agricultural transformation and upgrading, and also is the optimum path of driving the innovation of the agricultural modernization process smoothly. The positive change of agricultural modernization needs the effective support of modern agriculture. As a favorable propeller of modern agriculture, the development of agricultural mechanization plays an important role. Promoting the implementation of agricultural mechanization can significantly optimize the conditions of agricultural production. Based on this, land output rate, labor productivity and so on had been significantly improved in order to achieve the healthy and sustainable development of agricultural production potential. In order to promote the sustainable development of agricultural mechanization, the agricultural machinery purchase subsidy policy has been continued to attach great importance by the Party Central Committee, the State Council and it was listed as the core content of strong agricultural policy. The process of agricultural modernization has achieved remarkable results in the effective support of the policy, but at the same time, the policy also has many problems in the implementation process and has gradually aroused wide attention from the government, academia and society. It still has practical significance and necessity to track the performance of its implementation.The development of agricultural mechanization in Xinjiang has become an important engine driving the development of modern agriculture in the region because of its agricultural resource endowment advantage. In addition, the agricultural machinery purchase subsidy funds in Xinjiang is one of the country's subsidy funds relatively more provinces and Xinjiang has a strong representative in the development of agricultural mechanization in the western region of China. In view of this, this paper selects the Xinjiang region as the research object, and based on the theory of welfare economics, scale economics, externality theory and other theories, combined with a large number of literature and on-the-spot investigation situation, from the qualitative point of view, this paper expounds the implementation situation of the Huinong subsidy policy in Xinjiang area and the direct and indirect effects of the implementation of the subsidy policy are calculated by a simple econometric model. And then using DEA model and Malmquist model try to measure the efficiency and the development of total factor productivity of Xinjiang agricultural machinery purchase subsidy policy from the two perspectives of time sequence development and regional heterogeneity.According to the above analysis, we can find that the subsidy policy implemented not only effectively stimulated farmers' agricultural capital investment, growth of the total power of machinery, ascension of the comprehensive mechanization degree, and the continuing growth of agricultural cooperatives of agricultural extension system, but also indirectly drove the continuous increase of grain production and the continuous income of farmers and herdsmen. From the perspective of time series development, the overall technical efficiency(TE) of Xinjiang policy implementation within the sample period from 2004 to 2014 has improved year by year, the key driving force lies in the favorable drive of the scale efficiency(SE) increase. Similarly, the TFP(total factor productivity) within the sample period also basically showed an upward trend, technological progress was the main driving force of its increasing year by year. From the distribution of regional differences, the TFP growth rate of subsidy policy implementation in northern area was significantly higher than that of eastern and southern regions in Xinjiang. Yet the main factors restricting the efficiency of the implementation of the subsidy policy in southern region lied in the slow development of technology progress. Then based on the above qualitative analysis and quantitative analysis of the results and combined with the actual investigation situation, this paper emphatically from the purchase of agricultural machnery demand, the regional development level of agricultural machinery, types of agricultural machnery subsidies and other aspects analyzed the causes of the existing problems in the policy implementation proess in each prefecture or city(Karamay excluded) deeply. Finally, in view of the above problems, some countermeasures were put forward from muti-angle, multi-level, mainly including the increase of subsidy funds investment, continuously promoting the development of agricultural mechanization and other aspects. This not only make some supplements for the current study to a certain extent, but also give some guidance for Xinjiang and the country's other regions future policy implementation.
