China's wind power industry is developing rapidly. June 2012, China's total installed capacity of wind power reached 52.58 GW, replace U.S. as the world's largest wind power country. According to China's National Wind Power Development 12th Five-Year Plan, in 2015, China's installed capacity of wind power will reach 100 GW, and in 2020, to reach 200 GW. Compared with the rapidly expanding scale of installed wind power capacity, research on wind power projects evaluation is still in its infancy, China still lacks a practical, comprehensive wind power project evaluation system. Therefore, the establishment of such a practical system is currently an urgent matter for wind power project investors.In this thesis, the Pandaogou wind farm project in Guyuan district is taken as a practical example for study on comprehensive evaluation method for wind farm projects, surrounding natural wind energy resources, as well as the conditions of the concerned wind farm's construction and development data are collected. The collected data are sorted and analyzed from 5 aspects:project background, construction necessity, construction progress, wind resources and site.Based on detailed analysis of the engineering data, this thesis further analyzed the factors which may have impacts on the comprehensive evaluation results. To determine the interactional relationship between the indices in the evaluation system, In this thesis, quantitative and qualitative indicators are combined to summarize the main factors, and, a comprehensive evaluation indices architecture is established, consisting 5 aspects as project construction conditions, technical operation level, economic efficiency, energy conserving and environmental impact. According to the proposed fuzzy comprehensive evaluation index system, different questionnaire are prepared for professional experts of different domain. According to the scoring results, this thesis uses analytic network process (ANP), the Delphi method, fuzzy comprehensive evaluation method for the comprehensive evaluation of Pandaogou wind farm project in Guyuan district.The comprehensive evaluation system for wind farm project established by this thesis is a quantitative, model-based evaluation method based on qualitative analysis, with simplicity, applicability, practicality and maneuverability characteristics, it not only comprehensively, effectively reflects the basic characteristics of the studied project, but also objectively and impartially assesses the overall value of the project level. It may provide a scientific basis and reference for other wind farm project evaluation.
