Research On The PPP Application In The Mixed Ownership Reform Of State Owned Enterprises

After the reform and opening up,there are a lot of infrastructure projects,but lack of revenue limits the development of the project,for the purpose of fund-raising,the construction of the government allows some private capital participation in highway,power plants and other infrastructure in the form of the preliminary PPP model.But in the late interest division,property ownership,post operation etc.there are some problems in many areas,countries strictly limit access to private capital,the development of domestic PPP mode into a long period of stagnation.Since 2012,domestic economic growth started to slow down,reduce government revenue,and bring the urbanization impetus and economic reform projects are in increasing demand,in terms of money again gave birth to the research and study of the market for PPP mode enthusiasm.The PPP integrated information platform project library data show that as of the end of June 2017,China PPP in a total of 13554 projects,a total investment of 16 trillion and 300 billion yuan.Among them,2021 projects have been signed,and the investment is 3 trillion and 300 billion yuan.In the current reform of state-owned enterprises,the reform requirements of the mixed ownership and the connotation of the PPP model have a natural point.The introduction of private capital and competition mechanism to forced reform by using the PPP model,improve the monopoly of certain industries,state-owned enterprises and increase the vitality of the market,accelerate the reform of state-owned enterprises of mixed ownership reform progress.On the other hand,the consideration of energy companies mixed ownership reform in an important position in the state-owned enterprises,so the choice from the mixed reform case of large state-owned energy enterprises,problems and causes of change in PPP mixed mode application of Sinopec non oil sales analysis,finally starting from Sinopec itself causes for the problems and puts forward suggestions for improvement.The final research lies in the analysis of application of PPP model of mixed ownership reform provides a specific case of state-owned enterprises in China,to provide new ideas for promoting the reform of state-owned enterprises of mixed ownership,from the research of key areas will be more targeted,its practical significance will be more obvious.
