Study On The Urban And Rural Pension Insurance Management

On the base of the New rural social pension insurance and the Urban residents pension insurance, the State decided to combine them and set up a unified Urban and rural pension insurance system. As the coverage of the system extend, the amount of the funds increase, so how to guarantee the safety and integrality of insurance funds through effective supervision? In the long term, it is important to ensure the stability of the Urban and rural pension insurance and protecting the profit of all insured persons. This paper is beginning with the practical situation of the Urban and rural pension insurance funds, discussing and analyzing problems, learning from the managing experience of foreign countries, and on the base of the reality of China, throwing out a suggestion of improving and perfecting the Urban and rural pension insurance funds.It contains: firstly, enforcing the law construction of Urban and rural pension insurance funds, establishing a highly individualized approach to the insurance funds legal management, and perfecting that there are some laws and regulations could be followed. On the other hand, disclosing the information and inspecting system; Secondly, enhancing the management level of Urban and rural pension insurance funds, strengthen the supervision of bureau, audit and whole society,separating the investment and supervision, in case of the misdeeds of government to ensure the safety of funds; Thirdly, optimizing the method and ways of Urban and rural pension insurance funds’ operation, fasting the instruction of electric supervision and the quality of manager, making the information known to the public, recreating the supervision method.
