The environment of Gansu province is complex.Drought,flood,freezing,sand and dust storms perennial threat the agriculture in Gansu.As the old saying goes: if there is no disaster,it is not a year.Farmers in Gansu need to face a lot of risks during the production process.How to avoid these natural risks has become a major problem for the government of Gansu province.Agricultural insurance can solve the problem that farmers suffered from natural become,so it is very important to provide agricultural insurance for crops.Potato insurance in Gansu province is currently using the same rate of the province.Under the condition of diversified natural environment in Gansu Province,whether the rate is high or low,it will cause serious adverse selection,which will result in low risk of farmers do not want to be insured,and the high risk of farmers to buy insurance.The agricultural risk zoning,there are differences in different regions because of the risk of the insurance rate,can effectively solve the problem of moral hazard.From potato insurance in Gansu operating conditions,study the growth condition of planting potato in Gansu Province,list the risk of planting potato;CV,efficiency and yield index decreased the proportion of the year and scale index in 69 counties to divide the regional risk;using K-Means clustering algorithm,the Gansu Province of potato planting area is divided into five categories;through experience rating method calculated Gansu Province five areas of risk premium rate.Hope that through the county rate study,can help to the development of potato insurance in Gansu province.The first part is the introduction;the second part is the research of Gansu province potato insurance status and found that the problems this leads to the necessity of risk zoning;the third part is analysis of Gansu potato insurance will be in production will face all kinds of risks.This part will make basis for potato risk zoning and liability insurance;the fourth part by statistical means,in determining the appropriate index of each district and county of Gansu Province were divided;the last part is Gansu potato insurance ratemaking proposals put forward on the basis of previous research.
