with vast forest area in China,forest fires and the resulting economic losses highlights the importance of forest fire risk management.To deal with the impact of fire damage,construction of forest fire insurance system has become the common choice of many countries.In this paper,forest fires,for example,the necessity,feasibility of risk zoning and other basic principles and concepts are introduced firstly;And then,based on entropy weight TOPSIS method,to overcome the previous documents relying on a simple averaging dimensionality reduction approach,the paper take the method of the secondary weighting,and in this way the paper takes full consideration of the impact of the year changes in value;On the basis of risk zoning on forest fires,the paper obtains victimization rate for each risk area,and by SPSS software for each risk victimization rate trend detection,then uses MATLAB software for each risk area to take K-S test.By this way,the paper selects the optimal distribution of risk zones fit.finally.On the base of above,the paper determines a reasonable range of forest fires pure insurance rate at 95%confidence level based on the optimal distribution.Through the analysis of the constituent elements of insurance premiums and the determination of forest fires in China,it is found that the pure rate is the key to determining the scientific rate of premium;The results of pure rate determination show that different regions of China have large risk divergence.While the pure insurance rate of High-risk area is around 2‰,the low risk regions even less than 0.1‰,Indicating that there are Two-Levels of forest fire risk differentiation.In addition,it can be seen from the research results that some adjacent provinces have obvious risk difference,to a certain extent,showing that low spatial resolution is greatly influenced by administrative boundaries.
