Research On The Evaluation Of Occupation Credit For National Certified Constructors

In recent years, Chinese construction industry gets rapid development, and has become the pillar industry of national economy. With the contentiously increase of construction market scale, each liability subject in construction field has frequently appeared credit lack situations. Market economy is credit economy, and as one of the main liability subjects, National Certified Constructors' credit level directly impact construction products quality and construction market order. It is urgent to set and initiate effective professional credit restriction terms and management methods.Currently, individual credit inquiry database in our country mainly covers finance field like personal consumption and loan credit but not in career credit field, so it can't record, public and punish the credit breaking behavior of workers. Chinese construction industry has not build perfect law and regulation system in credit field. According to the current unique characteristic and form of our construction market, putting forward law-abiding credit evaluation to all the construction market subjects is the current work emphasis.This paper takes national certified constructor as the research item, and it mainly research career credit level. In the core chapter of the paper, it has built evaluation index system of national certified constructor job credit grading, setting the evaluation model for national certified constructor job credit grading, and use evaluation model to make the judgment to grade research item's job credit level.First of all, refer to the conditions that home and abroad scholar's research about credit and credit appraise, it fully use the previous research result for reference, and assist the expert interview and questionnaire to improve index. It uses SPSS software to optimize index system, and finally set the three factors of personal quality, professional technology skills and previous working record as the first level index, while the other 18 factors like degree, current work seniority and work secrecy as the second index. Then, through analysis of orthogonal decomposition method, analytic hierarchy process, TOPSIS analysis and scheme comparison analysis and improvement of analytic hierarchy process and TOPSIS method, it uses the foundation to summarize target analysis optimistic index method, and chooses target analysis optimistic index method as the system evaluation way to build model. It uses Matlab software, combining with the comparative matrix about the importance among each index. At last, give each index scientific and practical weight, and follow relevant laws and regulations to set the grading standard for each index. It defines that the research subject's job credit score equally divide into five level of A, B, C, D, E and form the final national certified constructor credit grading evaluation model.In empirical study part, choose proper national certified constructor in Liaoning area as sample, grade each sample's job credit index according to evaluation standards, and make analysis about result. Through municipal part calculate case to make verification about the feasibility of national certified constructors job credit grading evaluation model, it comes out that the grading evaluation system of national certified constructor built by this paper is easy and feasible. Making the research about national certified constructor grading evaluation system can not only promote constructors' self-professional technology skills and job moral accomplishment, but also provide reference to identify national certified constructor by taking market as the main part. What is more, it has important function and profound meaning about putting forward construction market and even the whole society credit system construction.
