| The implementation of the certified qualification constructor system is an important reforming measure and the system innovation in the field of engineering construction in china, which will generate a significant and profound influence on the sustaining development of construction enterprise in our country. Since the certified qualification constructor system were carried into execution, the construction enterprises, which are under the Lanzhou petrochemical company, have been organizing some project managerial personnel to attend the certified qualification constructor (or associate constructor) checking cognizance and examination. Because the checking cognizance restricted sternly on the longevity and education degree of project managerial personnel, only few people win the certified qualification constructor certification through this way; and the ratio of people who gain the constructor certification through passing the examination were relatively not high from 2005 to now. According to the demand of this term, the period of transition from the project manager certification to the certified qualification constructor, the construction enterprises, which are under the Lanzhou petrochemical company, have the all-pervading problem of lack of qualification constructor in quantity.During the period of transition from the project manager certification to the certified qualification constructor, some problems have emerged. The first class and second class project manager certification can no longer get through the administration approval after 2003, and the existing project managers of construction enterprise under the Lanzhou petrochemical company can't satisfy to undertake the engineering construction project demands. After the transferring period is over, the number of employee who have passed the constructor qualifications examination is less, and certified constructors can't meet the demands of engineering construction, also some new certified constructors lacks the ability of acting as the project managers. In November of 2007, the construction ministry of the People's Republic of china give a new provision that those who matches related conditions can apply for temporary qualifications to engage in this industry at the time, which alleviates the constructor vacant in these business enterprises and to some extent, relieve the problem that certified constructors can't satisfy and undertake the project demands. However, if the business enterprise still doesn't adopt measures to train and pass the exam so as to obtain constructors enough and qualifiedly, temporary constructor qualifications will be abolished in 2013, the business enterprise would have to face the same problem that certified constructors can't satisfy the enterprise's construction need and can't undertake the project construction and lose its competence.This thesis establishes its basis by conducting an investigation questionnaire and making interviews with the related directors in this section, carries on detailed analysis to the business enterprise's existing constructor system implementation condition and the certified qualification constructor system, combines an actual circumstance of the enterprise with related theory, put forward replying measures in two aspect. On one hand, the enterprise should adopt the organization measures such as training, praising, encouraging to attend the two levels constructor examinations, forming the environment that is fit for constructors growing-up, educating the unfit project managers, so as to strengthen the constructors team building and generate some more qualified constructors; on the other hand, the enterprise should make use of the salary means, position means, corporate culture education and the spiritual encouragement means to keep existing constructors stay. The thesis, therefore , shows the construction enterprise of the Lanzhou petrochemical company an efficient way to provide the project management human resource for the sustaining development. |
