Constructor Certified qualification system in China is evolving from establishmentstage, improvement stage to innovation stage. The current Constructor CertifiedQualification System has been established and is being systematically innovatedthrough comparative analysis of existing experience home and abroad conditions. Therehas been no systematic analysis and research of the law of changes and developmentwithin the system itself yet. This study aims to explore the inherent laws ofdevelopment and changes within Constructor Certified Qualification System, andaddress the social and economic performance issues of institution construction.However, by reason that the construction engineer certified qualification systemhas just been established for a short time, system design which includes specializededucation and professional practice before getting qualified, and profession regulationafter being qualified has not been complete. It is the most urgent problem to practicesupervision of the establishment of the credit system.Profession regulation after the Constructor Qualification access is the most directcontrol behavior for Registered Constructor, as well as the most important segment ofthe Constructor Certified Qualification System’s implementation. The existing systemhas built the organization system and operating mechanism. But there are manyprovisions of principle, and operation is not strong, effective supervision for practiceactivities (in the aspects of quality and safety, etc) cannot be carried on. In general, thepractice of supervision of the Constructor Certified qualification system is a lack ofeffective operational mechanisms and ways of supervision, that is, the credit system.Therefore, to establish the system of Constructor Certified qualification systemsupervision credit is particularly urgent. The credit system, as a subsystem of the practice supervision, will play a importantrole in the link of practice supervision, by means of government regulation andconstructors’ self-discipline standard.This article’s main object will be the credit system of Registered Architectpracticing management system. By using related theories such as Regulatory Economics,Institutional Economics and Game Theory, defining on related concepts, analysing theproperties and structure of the vocational certified qualification system and cost andprofit of the vocational certified qualification system, employing researching means ofinvestigation, theoretical qualitative analysis and quantitative analysis, completed thefollowing jobs and got corresponding research results.(1)To analyses the properties and composition of certified qualification system andthe costs and benefits of certified qualification systems (inferior to InstitutionalEconomics).To establish a market-oriented model which is based on conditions ofquality control., by which to conduct qualitative analysis of vocational certifiedqualification system in market economy system.And，by studying the kernel of theincentive and restraint mechanisms of the supervision system, to establish the model ofsupervision effectiveness of Certified qualification system. The model can offercriterions for certified qualification system supervision.(2)To answer the question why there are differences between constructors homeand abroad. To compare the effectiveness of market regulation with that of governmentregulation, and look for the cause. And to explore what influences the effectiveness ofcertified qualification system supervision. To conduct market analysis for certifiedqualification system for constructors and project manager qualification examination andapproval system. And by the market-oriented economic model of certified qualificationsystem, to compare the economic performances of the two systems above.(3)To establish the framework of registered constructors certified qualificationsystem. And from the aspects of file system, organizational system, and operatingmechanism to find the existing problems in the management system of registeredconstructors certified qualification system. Take into adequate consideration thebalances of interests in government regulation and market-oriented regulation, toconduct game analysis for registered constructor supervision.(4) Conduct personnel situation analysis of registered constructors, to obtain therelationship between registered constructors’ personnel distribution and constructionmarket.(5)To find the requirement to establish the registered constructor credit system.
