The Report Of SME Supporting Policies And Performance In Jinzhou New Area, Dalian

In both developed and developing countries, small and medium-sized enterprises which have special strategic position play an important role in the growth of economy, job creation, technique innovation, maintenance of economic stability and so on. The establishment of Jinzhou New Area and Jinpu New Area in succession has brought new opportunities for the growth of SME, so how to enlarge production scale, upgrade the industrial structure, enter into international market and promote the economy of the new areas is not merely necessary for enterprises, but also reflects the responsibility of the new area administrative committee.The article aims at study the support policy for SME and its performance in Jinzhou new area. We use questionnaires to learn the situation and propose the idea that we should solve the problems like the imperfection of laws and regulations for SME, the lack of coherent official administrative structure, the deficiency of long-term plan for the company and the functional absence of government. By referring to SME supporting policies in some developed countries like UK,USA and Japan and what is it like in China, we use literature review, questionnaire investigation and comparison study to learn the reality of the policy for the SME and its performance in Jinzhou New Area and discuss the reason for the present problem.In the end, the research make some targeted suggestions on SME supporting policies from 3 different aspects, which goes like deepening system reform and organization creation, creating an appropriate external environment for the development of SME and improving the system of SME support policies. I hope that the above research will provide references for the development of SME and further refine the Jinzhou government's policies which will make great contribute to the economy of the Jinzhou New Areas.
