With the rapid development of the network and information technology in the 21st century, Germany took the lead in the world put forward the strategy of "industrial 4.0", to "smart" and "wisdom factory" as the theme. Prime minister Li Keqiang, put forward to develop "Internet +" action plan in the government report, to push such as mobile Internet, cloud computing, big data, the Internet of things etc. combined with modern manufacturing industries. Under this background, the dynamic of the supply chain will stand out, which will become its important feature. And this characteristic put forward higher requirement to the supply chain operation. The dynamic configuration supply chain can deliver more orders at the same time meet the demand of different target, and big data scenarios knowledge mining technology can be applied to study the dynamic supply chain, which make research on dynamic supply chain to be a possible and demand thing. Dynamic supply chain will become a trend in the development of supply chain. The dynamics, agility, high risk characteristics of dynamic supply chain require supply chain members should rapidly adapt to each other and coordination at the time of supply chain was established.In this paper, building model of dynamic supply chain based on Cloud Platform was put forward. In the model, cloud platform is the connection of enterprises and their customers. Evolutionary neural network's good classification performance is applied when choosing suppliers and manufacturers. According to the match situation between enterprises' resource capacity information and order requirements, the most appropriate node enterprises will be selected and the best supply chain will be formed. After the order is completed, the supply chain will be dissolved, and a new supply chain will be formed at the moment a new order comes. A doubled incentive mechanism of aging and quality is designed to deal with the "moral hazard" problem which is a serious problem in the "cloud platform operators-the fourth party logistics providers-supply chain enterprises" two layers of principal-agent relationship. A three-level supply chain with two suppliers, three manufacturers and customers was considered, in the example analysis chapter. The results which coming from the simulation using Matlab show that the proposed dynamic supply chain has a better performance compared with the static supply chain. The proposed dynamic supply chain not only can reduce cost, but also can meet the needs of more orders. Doubled incentive mechanism can stimulate enterprise's enthusiasm as well as improve the supply chain's benefits.Building model of dynamic supply chain based on Cloud Platform can help enterprises in the dynamic environment achieve effective coordination with using advanced information technology and management technology. Each node enterprise in the dynamic supply chain can rapidly response to the market and meet the individual needs of market. The proposed model has important application value for small and medium-sized enterprises in the case of the growing demand for personalized. This mechanism can promote the combination between such as the Internet of things, the mobile Internet, cloud computing, big data with modern manufacturing industries. If it can be implemented in the whole society, it can achieve the efficient allocation of social resources and manufacturing's green growth. It can provide direction guidance for manufacturing enterprises to cope with the arrival of the "Made in China 2025" and reference suggestion for the government management.
