Under the background of economic growth reaching the boundary of resource binding force and environmental bearing capacity, green growth has become the only way for China to achieve the coordinating and sustainable development of the economic, social and environment. Manufacturing industry is a pillar industry of Chinese economy. At the same time, it consumes large amount of energy and is the main resource of environmental pollutants. Improving the green growth efficiency to reduce energy and resources consumption and environmental pollutants emission is of significance to the sustainable development of Chinese manufacturing industry and the whole nation. This study uses the EBM measure model of data envelopment analysis method, taking capital, labor and energy as input indicators, regarding gross industrial output value as expected output, viewing environmental pollutants composite index which is the synthesis of industrial waste gas emissions, industrial wastewater emissions and industrial solid waste emissions as unexpected output, to measure the green growth efficiency of Chinese 30 manufacturing industry from 2003 to 2011. And the cluster analysis is used to analyze the measuring results. Policies and suggestions are put forward to promote the green growth of manufacturing industry. The research results show four main conclusions. First, in the past 9 years, manufacturing green growth efficiency value rises steadily year by year. Second, in terms of resource saving and environment pollutants reduction, Chinese manufacturing industry has big promotion potential. Third, based on the results of cluster analysis and manufacturing industry green degree, Chinese 30 manufacturing industry can be divided into "green" type, "brown" type, "brown" type and "black" type. For these four types, the resources and energy use efficiency reduce gradually, and the environmental pollutant emissions increase gradually from "green" type to "black" type. Fourth, there is big difference among the green growth efficiency of Chinese manufacturing industry, and differential environmental policies and measures should be adopted to promote the green growth of manufacturing industry. To promote the implementation of manufacturing industry green growth, the government should, according to the manufacturing enterprise capital scale, the green technology research and development ability, the actual situation of environment pollution degree, execute environment laws and regulations and environmental standards. And through environment tax, environmental pollutants tradable permits, subsidies, information publicity and public participation, the government should allocate of resources to manufacturing enterprises with the high green technology level and good environmental benefit, and eliminate some manufacturing enterprises which have low technology level and seriously pollute the environmental. This study objectively evaluate and measure the degree of Chinese manufacturing industry green growth, and is helpful to explore green growth path of manufacturing industry from the perspective of theory and practice.
