The competition in the market economy that the state-owned enterprise faced under the Internet times is becoming increasingly fierce. In this environment, it is necessary to have a certain core competitiveness. Human resource management is the key field of enterprise management, and performance management is the core of human resource management. As an effective means of enterprise management, performance management has gradually been paid attention to and implemented by state-owned enterprises. It is the primary task of the human resource management to design a reasonable performance management system to mining the potential of employees, reduce business costs and improve efficiency.Company A is an institution of Internet culture media of state-owned enterprises, which evolved from a government-affiliated institutions, it is not only a official online media, or a state-level high-tech enterprises, with strong media operations and technology research and development capabilities. To survive in internet plus background, improve the production efficiency and the enthusiasm of the people and get core competence by improving the performance management level, is the great significance to enterprise A.Firstly, the thesis introduces the basic situation of enterprises, business areas and organizational structure. Secondly, the thesis determine the strategic objectives through the balanced score card, then determine the enterprise critical business processes through strategic objective analysis. And then decompose to various departments, determine relevant key performance according to department process, followed by a series of performance appraisal, evaluation and feedback mechanism to realize the construction of performance management system. It can be seen that the strategy is the goal and the process is the core of the performance management system design.The conclusion of this thesis is that performance management is an important factor to improve the competitiveness of enterprises, and it plays an important role in the management of the enterprise. To establish an effective performance management system has opened up a new way for the state-owned enterprises to improve the operational efficiency of enterprises and to strengthen the competitive advantage of talents, it has important strategic significance. This thesis provides some references for the selection, design, construction and deployment of the performance management system of state-owned enterprises.
