The evaluation of competency for employee is mainly represented by natural language. It is not easy to evaluate competency of employee by the method of conventional math model. As the constitution of staff member changes frequently and the competency belongs to perceptual information, the set of all the new employee of a company at the end of every month is the universe, and the discrete time-varying universe, linguistic dynamic systems and fuzzy comprehension evaluation are used to evaluate the competency of employee dynamically. The finial evaluation results are expressed by words, i.e., fuzzy sets.Firstly, type-1 fuzzy sets and time-varying universe are introduced. The conventional fuzzy set is an effective method to deal with the perception information. The combination of time-varying universe and fuzzy set forms the foundation for evaluating the employees' competency. The type-1 fuzzy set under time-varying universe also provides basis for the fuzzy comprehensive evaluation and linguistic dynamic systems. For the same company, the employees may enter, become a full member after the internship or resign. According to the phenomenon, the construction method of fluctuation type for discrete time-varying universe is elucidated. The competency model based on time-varying universe is built by questionnaire.After using the method of AHP to assign weight to each factor, the fuzzy comprehensive evaluation is adopted to evaluate the competency.Finally, the accomplished work has been summarized. The application of type 2 fuzzy set in evaluating the basic-level staff competency, the combination of linguistic dynamic systems and personnel management are the optimal directions of this research.
