The rural labor force plays an important role in the economic development of a region. It is an inexhaustible motive force for the economic development of a region. In the new normal economy of rural labor transfer is to solve the "three rural issues" important task. under the new normal economic stable development reasonable and effective transfer of rural labor force and improving the income of rural labor force, accelerating the development of agriculture and rural economy in China. This paper based on the survey data of Jiangxi Province, using cross tables and logit model to analyze the influence factors of willingness about the Jiangxi Province rural labor transfer. Under the same macroscopic economic background and policy system of individual endowment,the family factors of rural labor in Jiangxi Province inter provincial transfer of decision model is established.The study found that in the rural areas of Jiangxi Province Survey of migrant workers in the province, the number is much higher than the number of migrant workers in the province. Adventure type character of the rural migrant workers are more willing to work in the province and outside the transfer number of the province is 2.84 times the number of transfer. Conservative compared to the risk oriented and intermediate characteristics of the people who stay in the province will be more strong willingness to work. The economic situation of the family good workers are more likely to go outside to work, low household income of workers who prefer working to stay in the province. Compared with high school and above the level of culture, the primary and the following cultural level of migrant workers are more willing to stay in the province, the lower the degree of culture of migrant workers in the province will be more strong willingness to work. Have a significant impact on rural migrant workers is migrant workers age. Influence coefficient is-0.337, suggesting that the rural migrant workers age bigger and more inclined to stay, workers, age is increasingly willing to foreign workers in the province. Total working age variable coefficient is 0.094, suggesting that the total working period longer, rural labor interprovincial transfer will more intense. Actual cultivation area variable coefficient is 0.042, the coefficient is positive, which illustrate practical farming area is large, the interprovincial transfer will more strongly.At present, Jiangxi province is in a period of development opportunities. Accelerating the process of urban and rural integration in Jiangxi Province, releasing new economic vitality is the primary prerequisite for the rapid development of Jiangxi province in the new normal economy. In order to further promote the transfer of rural labor force in Jiangxi Province, the government needs to establish a quality training service system to improve the overall quality of the rural labor force, to ensure the implementation of nine years of compulsory education in rural areas. Strengthening of rural labor force training and mobilize hired enterprises, employing units and laborers my enthusiasm and re education for rural youth in each, so that it can grasp the basic skills, in some places can also increase vocational education and training. to junior and senior high school students. At the same time, the government should further encourage migrant workers to return home employment and entrepreneurship, in accordance with the laws and regulations on the basis of, lower the threshold, to relax the conditions, simplify procedures, and create a good business environment. Increase the migrant workers' Entrepreneurship subsidies, the implementation of the employment of small secured loan policy, the implementation of active credit services support. Finally the local culture, and labor departments should be the spiritual and cultural needs of the attention to the new generation of migrant workers, and encouraged the new generation of migrant workers actively participate in various cultural, public welfare sports, leisure and entertainment activities, to enhance the employment ability and quality oriented, and actively carry out cultural knowledge, professional skills and ethics for the activities of the content, construction good migrant workers' spiritual home.
