Rural surplus labor transfer is a problem that the process of industrialization must face around the world.From the developed countries economic growth and development process,the countryside surplus labor force transfer from the agricultural sector to non-agricultural production department,is the inevitable trend of economic development during the period of transition.Our country is facing the transitional period of economic reform and development,economic development momentum of growth is accelerated,labor-intensive industries gradually replaced by technology capital-intensive industries,urban industrial sector no longer requires a large number of rural labor force.So long distance transfer rural labor to urban has already can not adapt to the economic development of the situation.In the search for new economic development under the background of rural labor force transfer path-long distance transfer accelerate,together with the local transfer solve the problem of rural labor employment is the key to the "issues of agriculture",is the key of the modernization process.This paper from the perspective of cost-profit,according to the theory of development economics on rural labor transfer and the theoretical basis of Marx's ideas about labor transfer,from the angle of cost and benefit,gives a Political economy analysis about the economy under China's New Normal the rural labor force how to choose the transfer path.As "rational economic man" in the process of modernization,rural labor transfer decision not only related to the effectiveness of individuals and families,are also associated with national macro policy and system.On the local transfer and long-distance transfer there is a big difference in terms of cost and benefit,the cost-benefit not only include economic factors but also uneconomic factors,finally in the form of net income.Along with the advancement of national policy adjustment and reform of the system,the macroeconomic factors on the impact of microscopic cost-benefit variable is different,the performance for the transforming of net income increase gradually,based on the part of the rural labor force transfer in making decisions towards the transforming to get a job.Therefore under the new economic situation appeared long distance transfer big trend both in local transfer development new trend.In this paper,the combination of macro and micro analysis,combining qualitative analysis with quantitative analysis and the method of literature search flul text analysis.By comparing the rural labor in the process of transfer income and cost,explore new rural labor transfer path under normal economic and analyze the pros and cons of two kinds of transfer path,finally conclude policy suggestions.This article is divided into six parts.The first part of introduction,mainly introduced the research background and significance,domestic and foreign literature review,research methods and research ideas,possible innovation and the insufficiency.The second part is the theoretical basis for this article,introduces the idea of Marxist labor transfer and give priority to with "dual structure" of the other western economists about rural labor force shift theory.The third part based on cost-benefit perspective of rural labor transfer decision,introduces the transforming,long-distance transfer the concept of two kinds of path,from microcosmic level stand on the Angle of rural labor force individuals and families involved in the transfer path and long-distance transfer path income variable cost and establish related cost-benefit model.The fourth part from the macroscopic Angle on the influencing factors of China's rural labor transfer decision analysis,points out that the economic factors,institutional factors,policy factors affected by microscopic variables and impact on rural labor transfer decision,pointed out that at present our country rural labor force transfer in long-distance transfer trend remains unchanged under the premise of appeared on the transfer,supplemented by relevant instances.The fifth part analyzes the pros and cons of two kinds of transfer path and put forward the policy Suggestions of rural labor transfer.Part 6 conclusion points out that the two kinds of transfer path and is suitable for China's rural labor employment transfer path.
