With the improvement of the whole rural level, the production quantity of rural organic wastes is ever-increasing. Especially the development of agriculture has brought a lot of crop straws and the rise and prosperity of large-scale aquaculture industry has produced much livestock manure. These two parts occupy the majority of rural organic wastes. And the annual output of crop straw is more than 0.6 billion tons which has become the fourth largest energy after coal, oil and natural gas in the world. What's more, the scale development of animal husbandry produced a large number of livestock manure.. If these huge quantities of rural organic waste could be used effectively, it can not only reduce the situation of the environment degradation, but also boost the rural economic development and promote the healthy operation of society. Therefore, the study about the comprehensive evaluation of rural organic waste energy utilization and the related recommendation has an important role.The paper considers thirteen provinces and cities in China as the research object about the energy utilization of rural organic waste. The three aspects of "economy-environment-society" are regarded as the "output" index in the comprehensive evaluation of the research object. And it selects the scientific and reasonable "input" index for the characteristics of the energy utilization of the rural organic wastes. Then design the input-output index system. What's more, the article applies analytic hierarchy process and data envelopment analysis, and combines qualitative and quantitative analysis perfectly. It overcomes the difficulty of the environmental benefits and social benefits which can not be directly reflected by quantitative indicators. Finally, the comprehensive evaluation model of rural organic waste energy utilization based on EES-DEA is established. The conclusions can be drawn based on the research of the thesis as follows:The advantage of energy utilization about rural organic wastes is that China has abundant crop straw, livestock manure and other organic wastes. And these organic wastes have much organic matter and high utilization value.If they could be used reasonably, it can alleviate the energy crisis of our country and reduce the environmental pollution to a great extent.In this paper, the EES-DEA model is established to evaluate the energy utilization of rural organic wastes. The purpose is to understand the current situation, advantages and existing problems of the energy utilization of the rural organic wastes in China. And put forward some policy suggestions for the existing problems. The conclusions can be drawn based on the research of the thesis as follows:1.The disadvantage of energy utilization about rural organic wastes is that the input and output structure of energy utilization about rural organic wastes is not reasonable in most provinces and cities. It causes a poor overallutilization, especially the environmental benefits are relatively poor.2.Combining the advantages and disadvantages of energy utilization about rural organic waste in China, We should realize the potential value of the energy utilization about the rural organic wastes deeply. And we need to adjust the structure of input and output structure, improve the utilization efficiency and promote the coordinated development of economy, environment and society.
