Research On Bidding Evaluation Model And Application Based On Data Envelopment Analysis With Preference Constraint Cone

Bidding evaluation is the core of biding and tendering. Bidding evaluation method was scientific or not direct relation to the success or fail of bidding. At present, the bidding evaluation method which use in construction project bidding is divided into two classes, one was the traditional bidding evaluation method, the other was the bidding evaluation method based on modem decision theory, and they have the merits and application condition of each other, and they could be choice in bidding practice by us. But for the bidding introduced into our country was too late, it had many problems when apply in practice, especially in bidding evaluation method, the key phase of bidding evaluation, lacked in research in theory and experience in practice, so we can find some defects of them: the big subjective influence, inadequate scientific of evaluation index system, irrationality of the weight of evaluation index, and they can not effective combine the qualitative analysis and quantitive analysis.According to the before-mentioned causes, this paper combines the merit of Analytic Hierarchy Process (AHP) and Data Envelopment Analysis (DEA), research on bidding evaluation model and its application Based on DEA with preference constraint cone. The model establish bidding evaluation index system based on practice, and construct preference cone which reflect bidder's will by AHP, then in company with the tender's data apply in DEA appraisal, which can make bidding evaluation procedure transparent, reduce the subjective influence, ensure select tender openly, impartially, justly. Otherwise, it can point out the way which the tender should regulate and apply more info for contract negotiation based on indexes'redundancy. Firstly, we compare the main bidding evaluation methods in modern bidding business and get the merits and application condition of them, and then we review the theory of DEA and its preference, and the idiographic process of construct the preference cone by AHP. Secondly, we sum up the steps of electric project bidding, bidding evaluation, expert bidding evaluation and the means of bidding evaluation based on a province power company, and put forward the hypothesis of our research, establish the model's bidding evaluation index system, and then according to the condition of a generate electricity project of the company, we confirm the DEA model's input and output indexes.
