Long May Group as the largest provincial state-owned enterprise in Heilongjiang Province, its weakness of extensive management mode is gradually exposed under the coal market. In this year, it has placed the management at the peak since the initial stage of new team establishment, which requires that the basic units run the enterprises using modern scientific ways to implement the fair and serious assessment measures, and to take the advantage of performance-oriented and promote the enterprise reform. For this reason, the subject content that has been studied in this paper has a profound real value.In Long May Group, the existing performance evaluation for front-line excavation still follows the assessment methods of 1980's planned economic management. The evaluation methods are too simple and one-sided. The evaluation results from excavation units tend to be influenced by complex infrastructure conditions, resulting in the biased estimation of performance output under objective conditions, ignoring the managers' work effort under this basic environment. The evaluation results are unable to meet the urgent needs of the current business development.This paper points out the background, purpose and significance for the selection of the topic, then makes an explanation of the performance evaluation theory associated with the coal industry at home and abroad, as well as cites some performance evaluation methods of the domesti c coal mining enterprise which has the research results. The Long May Group DR mine excavation team as a study case, it makes a brief introduction of the performance management status of this mine excavation team, and puts forward four shortcomings that existing in the enterprise performance evaluation. We introduces the concept of management effectiveness, constructs the Performance Evaluation System for excavation team in combination with AHP. Also, it uses the DEA evaluation model, focusing on the research and construction of evaluation mode from mine excavation production units based on valid management thought. At last, it makes an empirical analysis of the constructed performance evaluation mode using 11 excavation teams' real data. Through careful analysis and evaluation results, we have obtained that the performance evaluation methods aim to eliminate the objective conditions difference between different excavation teams. The measurable methods are applied to evaluate the subjective and effective efforts that the excavation production managers from coal mining enterprises have paid for the improvement of production performance, thus providing a realistic and theoretical reference for China's coal mining enterprises to enhance the performance management.
