Evaluation Of Agricultural Sustainable Development Ability In Hengyang And Countermeasures

Sustainable agricultural development is based on the concept of sustainable development proposed, and received widespread attention. With the deepening of the study, the current for the sustainable development of agriculture, whether or evaluation index system from the aspect of theory have formed a relatively complete framework. In contrast, the research on the sustainable development of agriculture started late, the overall level of behind developed countries. In this paper, drawing on existing research results, based on the research object in Hengyang City, DEA model by-building sustainableagriculturaldevelopment for sust ainable agricultural development in Hengyang ability were assessed,analyzed the current situation of agricultural sustainable development in Hengyang and inadequate, and for the sustainable development of agriculture in Hengyang City put forward corresponding countermeasures. The results not only has great theoretical significance to further improve the sustainable development of agriculture in Hunan assessment methods, but also for the authorities to objectively judge the sustainable development of agriculture in Hengyang City, and thus to develop and implement practical sustainable agriculture strategy, thus promoting sustainable agricultural development in the region has important practical significance.This paper is divided into four chapters altogether, the system, in-depth exposition of the status of Hengyang City, sustainable agricultural development, causes and counter measures. Specific contents are as follows:First, the introduction of the paper discusses the background, purpose and significance,current research, the definition of sustainable develop-ment and sustainable development of agriculture, the main contents and methods, innovation and lack of papers exist. Second, this part of the status quo of agricultural development Hengyang reviewed, mainly on the situation of agriculture in Hengyang City, its advantages and disadvantages of agriculture lies. Third, the empirical part of agriculture based on the characteristics of Hengyang City, AHP will Hengyang agricultural sustainable development indicators are divided into three levels of a total 19 indicators, and the use of DEA model for 2003 to 2012 10 years Hengyang agriculture technical efficiency and scale efficiency of sustainable development were carried out estimates. Factors that will affect the sustainable development of agriculture in Hengyang City, attributed to four areas:inadequate investment in agriculture, agro less competitive; shortage of arable land resources reserve, declining arable land per capita;frequent natural disasters, exacerbated by the destruction of agricultural ecological environment; rural per capita low income, inadequate investment in science and technology education in rural areas, low agricultural science and technology content.Fourth, the qualitative and quantitative analysis, to improve the capacity of sustainable agricultural development in Hunan Province put forward the corresponding counter measures and suggestions.
