Study Of Modern Tobacco Agricultural Development In Hengyang City

Hengyang City, which located in the southeast of Hunan Province, is one of the main tobacco producing areas in Hunan. The tobacco industry is one of the important pillar industry in the agricultural economy in Hengyang, and the tobacco industry occupies an important role for the income increasing of local farmers, business tax growth in financial system and efficiency improvement of enterprise.Developing modern tobacco agriculture is the necessary requirement of facing the tobacco resource configuration reformation and improving the tobacco marketing competition at home and abroad, is an important subject worth exploring.In this paper, several methods (the SWOT, literature research and field survey) were occupied in the research of the tobacco industry in modern agricultural development of Hengyang City. First of all, through the analysis of the basic profiles of Hengyang City, the actuality of tobacco leaf production and the quality of style and market demand, we relatively deeply understand the status quo in the development of Hengyang City tobacco industry. Second, SWOT analysis of the advantages and disadvantages, the opportunities and challenges in the development of modern tobacco agriculture. Finally, basing on all the above analysis, four countermeasures in the development of modern tobacco agricultural in Hengyang were proposed:1.It should be strengthen the tripartite cooperation of the industry, commerce and scientific research department for enhancing support capability of tobacco raw material; it should be carried out major efforts to lean production for further highlight the unique feature of luzhou-flavor flue-cured tobacco; and in order to ensuring the optimizing of hierarchical organization of tobacco leaves, it should be practiced fully technical measures of the optimizing of hierarchical organization of tobacco leaves; it should be insure the use of security of the tobacco leaves for exploring the implementation of the tobacco production GAP management.2.It should be pay special attention to the construction of the professional tobacco production farm teams and farmers’ professional cooperation for innovating the organization forms of the tobacco production, and cultivated two subjects of production and service; establish and perfect professional service system and promoted the division level of labor on the basis of specialization. 3.For innovating the organization forms of the tobacco production, it should be promoted new model of reducing cost, strengthening the construction of the matching facility of the two-site feasible, advanced steadily basic tobacco land consolidation, speed up the demonstration and popularization of the mechanization of the process of tobacco production, and accelerated the application and construction of aid projects for water-source saving in the tobacco industry.4.For improving the management level of tobacco grassroots, it should be develop intensively the grassroots management innovation, strengthen the construction of the grassroots team, build systematically the appraisal system, and innovated constantly to the methods of management.
