With the development of society, mankind demand more and more energy. However, the pressure of environmental contamination is increasing for use and exploitation of fossil energy overly, so that people have to find and develop new green energy, solar energy is one of the alternative green energy. Solar energy is an indispensable part in national government’s new energy territory. Based on the development of solar energy photovoltaic industry and the important strategic position in the energy field, China has published a series of policies and regulations to promote the development of photovoltaic industry. In this paper, we first introduce the background, significance and research methods of the research on photovoltaic industry, expounds Summary of researches on the photovoltaic industry. Secondly, we introduced the status quo of China’s photovoltaic industry development from the influence of industry factors, industry life cycle, industry chain and industrial scale. Thirdly, DEA model was used to study technical efficiency of China’s photovoltaic industry. we selected 59 industry photovoltaic public enterprises as sample, using panel data and cross-sectional data estimated technical efficiency pure technical efficiency and scale efficiency value respectively, analysis their ranking, then using Tobit regression model factors to find out influencing factors in photovoltaic industry public enterprises. The results show that the Input-output efficiency of photovoltaic industry in China’s public enterprises is not high. Technical efficiency and asset-liability ratio correlation is not significant, but the technical efficiency and asset turnover, companies per capita GDP, the direct cost ratio showed a significant positive correlation.
