Research On Science And Technology Insurance Subsidy Mechanism In Guizhou Province

The risk of science and technology has characteristics of high risk and complexity,and guard against and dissolve the risk of science and technology have an instrumental in winning the technological innovation.Science and technology insurance,as a new type of insurance combined science with insurance,plays an important role in dispersing and solving many risks in the process scientific research,and it has attached many attention from the government.Science and technology insurance has many specific attributes,such as weak insurable,integrity,positive externalities and information asymmetry,and it lead to market failure in a free economy.Such situations require activity participate of government in the market of science and technology insurance,and providing a certain amount of subsidy,then cultivating science and technology market.This paper has researched the reasons of government subsidy in multi-angle regarded many theories such as information asymmetry,the theory of market failure,the theory of game and the theory of risk insurable.And we found that there were enough necessity and feasibility of government subsidy in current market conditions.We come to understand that science and technology insurance develops slowly in Guizhou province,and the atmosphere of positive participate of science and technology enterprises and insurance agents has not been mobilized through out data acquired by field survey in government departments,insurance agents and enterprises in Guizhou province.after analyzing the impact of government subsidies for science and technology enterprises insured decision in Guizhou province,we found that the innovation degree of science and technology enterprises and government subsidies have a significant positive impact on the wishes of insured of science and technology enterprises.Through out comparing the important elements of the science and technology insurance subsidy system,such as subsidies,subsidy scale and scope of subsidy,subsidy standards andefficiency of subsidy in science and technology pilot areas in China,and deeply analysis of subsidy policy in Guizhou province.We designed the optimal subsidy mechanism of Guizhou province science and technology insurance.In the end,in the process of science and technology insurance operation,we should optimize the tax preferential policies and financial subsidy mechanism to the enterprises and insurance agents,and activity explore measures to improve the participate enthusiasm,then improve the running efficiency of science and technology insurance.
