Urban And Rural Primary Endowment Insurance In Ethnic Minority Regions

In February 2014, the state council decided to make the new type of rural social endowment insurance and the urban social endowment insurance merge into one system named Urban and rural primary endowment insurance which was promoted in the whole nation. The combination of two systems, which marks the rural residents could enjoy the same endowment insurance treatment. Not only reveals the social justice, at the same time, it simplifies the process of urban and rural endowment insurance working and cost savings, reduces the fragmentation phenomenon of social security system. The urban and rural residents endowment problem have been improved accordingly. During the process of exploring the urban and rural primary endowment insurance, national autonomous areas of our country, especially in remote areas pension problem research is relatively weak. Affected by natural environment, historical reasons, the level of economic development in national regions is relatively backward, the urban and rural pension problem become more prominent. Improving the development of urban and rural insurance endowment system in ethnic minority regions, it could provide old-age support and for ethnic minority area residents and guarantee national unity and social stability.The Inner Mongolia autonomous region as the national first batch of pilot area, completed the merger targets two and a half years ahead and promoted this new system in the whole region. The Inner Mongolia gradually realized a complete coverage of this institution and provided effective guarantee for the urban and rural residents, at the same time, accumulated the rich practical experience in the operation. Hohhot as the capital of The Inner Mongolia autonomous region, its economic and social development is go-ahead. Taking Hohhot as the research object, through on-the-spot investigation, summarizes its development experience for other ethnic areas to promote corresponding system, and explores the problems appeared in the process of system development and puts forward the corresponding countermeasures.On the basis of summarizing the related literature, this paper takes Hohhot urban and rural primary endowment insurance system as the research subject. The author went to Hohhot for field research twice and used the method of questionnaire investigation and interview to learn cognitive state, participation and satisfaction of system. Then the author collected the data to analyze. Summarizing the features of this system in Hohhot, this paper analyzed the contents, process and management of current Hohhot insurance system. In the end, it puts forward countermeasures to improve this system which include optimizing system, improving the process, using scientific management and so on.
