| Petroleum chemical industry is the fundamental industry of our country, and plays an important role in the national economy. Petrochemical enterprises are facing with an unprecedented "green" challenge, such as grasping the quality and efficiency, adjusting the structure and strategy, seeking innovation and development.In this study, environmental risk assessment index system of Y Petrochemical Industries Company is established in accordance with the basic steps of risk management, through risk identification, source term analysis and expert investigation, based on the analytic hierarchy process method. Furthermore,5 subsystems of rule layer are established, which include personnel factor, mechanical system factor, production material storage, enterprise management and environmental factor. Up to 38 factor layer indexes are selected.The judgment matrix is constructed according to "Method of Nine Scale" and the factor layer and criterion layer is weighted one by one. When the weight is determined, the factor set is set up, the fuzzy operator is determined, and two level fuzzy comprehensive evaluation model is established for the evaluation results.The assessment conclusion is that environmental risk is not easy to happen according to evaluation result and the weighted average. The probability of environmental risk is acceptable.The ranking of each subsystem which can result in environmental risk is: personnel factor>enterprise management >environmental factors> mechanical system> production material storage.Environmental risk management measures are proposed for Y Petrochemical Industries Company:Firstly:Improve risk control, establish and improve the environmental risk management and control functions. Secondly: People oriented normative organization behavior, parallel implementation of supervision and evaluation, incentive and training. Thirdly:Guide the enterprise environmental risk management culture, lead the enterprise environmental moral responsibility consciousness. |
