Facing the future, High-speed railway has been concerned by more and more counties, because it can bring resources and it is a green way to travel. Countries, including the United States, Russia, France, Brazil and Mexico express strong willingness on the High-speed railway construction. This paper creatively uses the high-speed railway as the research background, enrich the theory of international application in practice. This paper will also explore the international high-speed railway market and provided the scientific analysis of the internationalization strategy for the Chinese high-speed railway contractors.Under this background, from the angle of Organizational Ambidexterity, this paper studies the international policy of Chinese high-speed rail contractors. The research samples are the high-speed railway industry related contractors in China mainland including civil works contractors, construction contractors, materials and equipment suppliers, and operational management business, etc. By using the multiple linear regression method and analyzing by Eviews, this study is researching the influences of exploratory behavior and exploitative behavior for the internationalization process. The results are as follows, (1)Strengthen the exploratory behavior by the Chinese high-speed rail contractor helps enhance the degree of internationalization (Hypothesis 1 is approved). (2)Pay more attention to exploitative behavior, the lower the degree of internationalization is (Hypothesis 2 is approved). At last through the analyzing of the case we can approve the Models and point out that Chinese high-speed rail construction-related enterprise which leading the "Going Out" strategy should strengthen the exploratory behavior to enhance their international competitiveness, and follow the national "Going Out" strategy firmly. However, for some smaller high-speed rail construction-related enterprise, we should strengthen the exploitative behavior in order to get more resources and experience to prepare for the "Going Out" strategy.The contribution of this study are as follows:(1)Build the research models of Chinese High-speed railway in the angle of Organizational Ambidexterity; (2)Gives the suggestions to the Chinese high-speed rail contractors which are already implemented or will implement the "Going Out" strategy.
