Evaluation Of Chongqing's Energy Efficiency And Analysis Of Affecting Factors

Energy issue has always been a front-burner issue in the economic development. On the one hand, the development of economy depends on the consumption of energy. O the other hand, the environmental pollution caused by the excessive energy consumption will restrict the further development of economy. The promotion of energy efficiency helps solve the contradiction between energy and economy. With the rapid growth of Chongqing's economy, the energy consumption also has presented a sharp rise. The energy issue is both an issue of the sustainable economic development in Chongqing and a problem of Chongqing's environmental protection. Therefore, this paper analyzes the changes of energy efficiency in Chongqing and explores the affecting factors of energy efficiency in Chongqing so as to offer reference basis for the improvement of Chongqing's energy efficiency.First, this paper respectively adopts single-factor and total-factor energy efficiency indicators to analyze longitudinally and horizontally Chongqing's energy efficiency. Single-factor energy efficiency measuring index is the reciprocal of energy consumption intensity, namely, ten thousand Yuan/ton standard coal. Total-factor energy efficiency calculation model is data envelopment analysis model. The capital stock, labor and energy consumption are selected as inputs and the gross regional product is the only output. Longitudinal analysis results show that the single-factor energy efficiency in Chongqing presented a steady upward trend during the period of 2005-2014 and total-factor energy efficiency had a first periodic rise and then a slight fall. Horizontal comparison results indicate that Chongqing was the worst in the four municipalities directly under the central government in both single-factor energy efficiency and total-factor energy efficiency.Second, aiming at the situation of low energy efficiency in Chongqing, this paper analyzes the factors affecting Chongqing's energy efficiency. Grey correlation method is first used to filter the affecting factors and then path analysis is conducted on the screened affecting factors. The results show that among seven affecting factors highly associated with Chongqing's energy efficiency, marketization level and technical progress play very obvious positive direct roles in Chongqing's energy efficiency and industrial structure and energy consumption structure have relatively obvious direct positive effects. The direct positive effect of energy price is very weak. However, government influence and the urbanization level have relatively obvious direct negative effects on Chongqing's energy efficiency.Finally, according to the results of path analysis, this paper puts forward countermeasures and suggestions, such as promoting the marketization process, enhancing the capacity of science and technology research and development, adjusting the industrial structure and vigorously developing new energy resources.
