Research On Nuclear Power Enterprises Risk Warning System Based On Balanced Scorecard

In the 21 th Century, Chinese enterprises are in a more intensive and opened competition. According to the complexity of the objective world and the limitation of the management recognition, the risk of enterprise management should have objectivity and universalism. During the enterprise grows, no matter for its internal operating management or for its external social and market competition, it always has several dynamic change, which make the recognition and decision in operation management facing more uncertain influence. It is inevitable experience and challenges for any enterprise develop in the market economy. Therefore it is most important to build up an enterprise early warning system.Recent year, by policy impact about develop clear energy source in China, nuclear enterprise becomes the most complicated industry in the world that attracts higher public attention. The risks facing become more comprehensive, sensitive and complicated. This paper picks a modern nuclear energy enterprise D as an example, by using its typicality, research on how to set up a dynamic pre-warning indicator to build up a pre-warning model and apply its dynamic monitor function for daily risk pre-warning management in the operation.First, this paper is referred Balance Scorecard theory, directing by enterprise strategy, by using comprehensive system evaluation model, combining the different charters of nuclear enterprise, collecting risk signal from nuclear industry itself and industrial chain, recognizing and judging risk pre-warning signal to structure the system could reflect nuclear enterprise risk management content, and build up general model for nuclear enterprise pre-warning request. Second, by using system analysis and case study, study the possibilities and measurement of the key risk and influenced level for nuclear enterprise D to build up a risk pre-warning model could reflect itself. Finally, through the evaluation the ability of enterprise risk pre-warning, validate the result of pre-warning indicator system and model designed. At the same time, providing suggestion for nuclear enterprise risk pre-warning management. Trying to help nuclear enterprise could find out, modify and eliminate the deviation when facing environmental sudden change and internal management instability, which could contribute positive influence for company to avoid loss and risk, keep normal operation and improve the competitive power in the market.
