The Research Of Energy Cooperation Between China And States Along "the Belt And Road Initiative"

"The belt and road initiative" strategy opens up new avenues for China to break through current energy bottleneck, and also provides a new choice for some countries come over economic plight. but energy cooperation related to many sensitive issues such as countryspecific factors, geopolitical factors, energy development and cooperation in regional, affect countries` national energy security, strategy and trading, so the energy cooperation is not only a great opportunity to solve our energy security, but also a major challenge. It is essential for the implementation of "the belt and road initiative" strategy that how to find the balance point in energy cooperation to achieve a win-win with other countries, it is also a key node in the China`s new energy strategy and other country`s major demands, therefore find the reasonable and effective model, mechanism and countermeasure is essential, that`s the practical significance of this study.Firstly, this paper analyze the background and significance of the "the belt and road initiative" strategy, while summary the present situation of current energy research and development cooperation models, study the basic theory of international energy cooperation, after in-depth analysis of the China’s energy situation, energy strategy and energy cooperation current situation and cooperation sector between China and along countries, put forward the sector, mode and mechanism of energy cooperation, and finally put forward the countermeasures.This paper mainly use normative analysis research methods to resolve this important issue of energy cooperation from qualitative and quantitative dimensions, Through analysis the situation of our energy to illustrate the urgency of the energy cooperation, through analysis the situation of energy cooperation to illustrate the possibility of further energy cooperation under “the belt and road initiative” In conjunction with the particularity of this strategy proposed the cooperation mode that based on the intergovernmental cooperation, in the spindle of enterprises cooperation, and mainly on the bilateral or multilateral joint ventures that dominated by the Chinese companies, and propose several effective mechanisms for international energy cooperation, provides new model for cooperation between China energy companies and resource country`s companies, offers the new possibilities to promote the further development of national energy trade. And proposed some key operational mechanism for energy cooperation with other countries such as transport safety mechanism, collective action mechanism, energy dialogue mechanism and Cooperation mechanism of bank guarantee, proposed the energy cooperation strategy aim at government and enterprise, so as to provide better basis and conditions to achieve energy cooperation. This study focused on energy cooperation modes, mechanisms and strategies, promote cooperation between enterprises as the main mode of cooperation, adhere to the principle of mutual benefit,in the common interests of all countries as the starting point, in order to better promote this strategy implemented.
