The “Grain for Green” policy all-around implemented in the year of 2002 is the most crucial eco-construction one since the PRC was founded, it involves the most widely, for the largest investment scale, the highest public participation, also most quota. Again a new round of land conversion projects the land conversion projects has just started, before the implementation of returning farmland to forest project experience and learning, in particular, changed the way farmers land use after returning farmland. On the one hand, in the process of this policy, the fragile eco-regions get revitalized at the same time, the other hand is, we should notice farmers land-using change in the way of sustainable land use. It also gives a new round of returning farmland to forest policy and effective to carry out the necessary reference. To the study of land use change is more and more is paid attention to by the parties, the mechanism of the interaction between human and land for a long time. Therefore, as the later, what changes have taken place in farmers land use traditional way? Land is the key to farmers' capital, ensuring the sustainable utilization of land is fundamental to ensure the basic life of farmers, tentatively puts forward constructive suggestions for the implementation of the project of returning farmland to forest. Since the implementation of returning farmland to forest project, many experts and scholars have studied the farmers land use, having also made some achievements. However, research on the perspective of macro analysis of returning farmland to forest policy of rural land use change, from the perspective of farmers in micro-level analysis of the farmers for the land use change is less, especially after the farmers land use change less research on the influence of the sustainable land use. In this paper, summarizes the existing policy of returning farmland to forest, on the basis of research results of land use of farmers, farmland in the Wuling mountain area as the research object, Again based on the questionnaire data empirical analysis, comparative analysis of the farmer and the conversion of land use change, mainly from four aspects to carry on the analysis, to build the model of regression analysis of farmers' land use change after returning farmland, on the basis of empirical analysis, combined with the results of the investigation, put forward policy Suggestions, for the sustainable and sound implementation of returning farmland to forest, improving relevant policies and providing a scientific basis for sustainable utilization of land. The main research conclusion is as follows:1 Returning farmland to forest,Grain for Green farmers income situation of poorReturning farmland to forest,Reducing per capita arable farmers, while,The per capita cash income farmers to reduce the rate is less than the per capita cash income of farmers of non-farmland.Family farmers cultivated land and woodland area ratio getting smaller and smaller,Because after returning farmland to forest growth cycle is much higher than the long-cycle crops,Returning farmland to forest,Even if farmers get a certain amount of government subsidies, but the income of farmers may be because the lost ground, still appears family income reduced. Thus, the per capita cash income of Grain for Green of farmers indicate less than non-farmers.2 Returning farmland to forest, Increase in migrant farmersReduction of arable land in the Grain for Green, on the other hand it also liberated the labor force,So that it can have the opportunity to choose jobs that provide social and economic development, the choice of migrant workers increased,And mostly young adults, women and the elderly to stay at home farming majority.Overall, the Grain for Green farmer households and non-farmland on the number of farmers going out is not very different, at the same time, the per capita cash income of rural households in recent years, growth trends were tested.3 Returning farmland to forest, improve land use intensityAfter returning farmland to farmers land management changes in the structure, reducing the per capita arable land, under normal circumstances, farmers living in rural households no large changes, small changes in the number of family labor. Thus, it will increase the arable land of labor input, on the other hand, especially in poor and rural households have students whose family economic burden,After Grain for Green, increasing the reduction of arable land will be a greater degree of investment in land and improve land multiple cropping index, since reduce the family burden.4 Returning farmland to forest, the occurrence of more common situation of abandonedReduction of arable land and the case of migrant labor and migrant workers at home rather than bring more farmers high and stable income, farm farmers choose to reduce. Thus, in the case of the land lease fails, the land was fallow. Grain for Green farmers and non-farm situation in fallowing little difference. The main object is dryland fallow, and almost nobody fallow paddy field.
