Study On The County Economy Development Of Wuling Mountain Area

Wuling mountain area across Hubei, Hunan, Chongqing, Guizhou four provinces and cities, setting the old revolutionary base areas, ethnic areas and poverty-stricken areas in one, is a destitute area as well as an important economic cooperation zone which has a large trans-provincial interface, a high concentarion of minority people and a wide distribution of poverty population.In recent years, Wuling mountain area county economy has obtained great development. However, its development is still in the backward position, compared with the host cities and the overall level of the country. The gap is widening, the developing resposibility is heavy.As an important part of regional economy, county economy is the key factor of area economic development and basic pillar, the vital part of urban and rural economic and social development. Development of Wuling mountain area county economy has important strategic and practical significance of solving the "three rural issues", comprehensively promoting the Wuling mountain area of economic and social development in the process of modernization, and building a well-off society in an all-round way.This article starts with the current economic situation of Zhijiang Dong Autonomous County, Huaihua City, Hunan Province, using empirical analysis, normative analysis, literature analysis and comparative analysis method, analyzes the main problems and constraints affecting the development of Zhi River county economy. The article points out the main problems existing in its small total economic output, low industrial level, poor financial situation, deep poverty and economic development imbalance, as well as the main factor to restrict the development of county economy which includes the ideas, investment, talent and industry structure.Author’s suggestion is to make full use of the favorable conditions that the central government decided to firstly start Wuling Mountain Area Regional Development and Poverty Relief Pilot Program. The conditions will help it to speed up its development of emancipatory thought, innovation mechanism, infrastructure, technology and education, employing mechanism, talent strategy, adjustment and upgrading of industrial structure and characteristic and advantageous industries, which can give play to the comparison advantage and late dominant position advantage of Wuling mountain area county.
