With the aggravation of the market competition, the sound of labor law and the continuous renewal of technology, the situation of labor and employment is becoming more and more complex. Strengthen enterprise management, improve the efficiency of workers, to play a talent advantage, and create a good labor relationship has become the focus of attention of enterprises.But with the continuous improvement of labor law, all in endless disputes, mainly because the employing unit labor is not standardized, and workers signed labor contract or sign less, not for the workers to pay social insurance, abuse of workers in the probation period, in order to reduce the enterprise's labor costs. Although the state laws strictly limit the employer's behavior, and urge employers to use labor norms, but many companies in order to reduce business costs, improve operational efficiency, and workers do not insured. As one of the enterprise cost, the proportion of labor costs has been very high, resulting in many enterprises to take the risk, in violation of laws and regulations. "Labor contract law", "labor dispute mediation and Arbitration Law", "Regulations for the implementation of the labor contract law, the workers paid annual leave regulations" and other labor laws and regulations, the introduction of intensive, to the management of human resources in rural credit cooperatives brought new challenges. Strengthen the protection of workers' democratic rights and welfare benefits, increase the illegal labor costs and legal risks of enterprises, and put forward a higher level of requirements for rural credit cooperatives Labor and labor.This thesis intends to from Gansu Province rural credit cooperatives at present employment situation and existing main problems of through of the relevant national labor and employment laws and regulations, combined with the Gansu Province rural credit agency labor employment situation, put forward the legal science, standard and effective mode of employment. Through the establishment of a sound system of labor and employment, in accordance with the law in order to solve the problem of labor's employment history; in law signed employment contract based on clear confidentiality and prohibition of business strife, effective control of labor and employment law risk; through the rich optimization labor recruitment form, by means of science and technology, enhance efficiency of labor management. Promoting the realization of the rural credit cooperatives in accordance with the law, compliance, scientific and efficient. Therefore, research of Gansu Province rural credit agency labor and employment norms, to assist in Gansu Province Rural Credit Cooperatives improve labor and employment level, establish a perfect labor relations mechanism, slow labor conflicts, parties to conflicts and disputes, forming mutual respect, positive,harmonious and stable new labor relations.
