After three decades’ reform and opening up project, China has risen on the international economic stage with opening gesture. In2001, China formally joined the WTO, which helped to boost China’s transformation from traditional planned economic system to the market economy. In this transition period, labor relations became market-oriented. Chinese private enterprises have sprung up from coastal areas to the vast inland in the context of global economic integration and trade liberalization. The private enterprises have made great contribution to the sustained development of economy growth and the increase of the employment. However we have to face a serious problem, there normally exists disharmony labor relation incidents in the private enterprises, which has badly harm labors’the legal rights and interests and bring potential risk to China’s sound development of economy and society.Labor relation is the basic livelihood issues and still one of the most important public management research topic. The stable development of labor relation matters the realization of China’s harmonious society. As the capital is stronger than the labor, in order to promote the construction of harmonious labor relations in China, We must grasp three contents:the value of the harmonious relationship between employers and employee, labor union’s duties, and an effective way of coordinating labor order. The Union’s performance plays a crucial role in keeping the good order of relation. However in today’s globalization, liberalization and internationalization climate, the Unions show a downturn and defensive state. Chinese Unions shoulder a more difficult historical mission. In this paper, some sample private enterprises are chosen for reference, from the perspective of the Union to figure out the pathway to improve the labor relations, especially choose Sichuan as the important sample. The significant of the paper aims to push forward the harmonious development of labor relations and to achieve Mutual benefits between labor and capital.
