A Research On The Relationship Between Employment Model Of Rural Labor Force And Industrial Structure Of Sichuan

Experience in economic and social development, under an established economy, industrial structures are important parameters in determining employment, have a very important impact on expanding employment capacity, namely, industrial structures is an important factor affecting employment. Therefore, we should grasp the effects of industrial change on employment trends and conform to the law of its development, application of economic policy to make timely adjustment of the industrial structure in order to maximize the employment level of the community, so as to promote the realization of the goal of full employment.This article based on industrial structure evolution rule theory and the theory of transformation of industrial structure evolution in employment, from a macro-perspective analysis of the relationship between industry structure and employment of rural labor force and industrial structure adjustment and employment policies related to social security, to solve the employment of rural labor force in Sichuan province to make relevant recommendations. Concrete is divided into the following four areas:First of all, this article on the historical evolution of Sichuan rural labour force employment model arrangement and related literature summarized and concluded that employment history is made from natural patterns of employment and employment patterns under the planned economic system to a market economy system of diversified employment patterns change. And on the present situation of Sichuan rural labor force employment job descriptive analysis, this article feels Sichuan rural labor force employment model with historical evolution, is determined by the nature of employment patterns moving to non-agricultural employment model.Secondly, this article analyses on industrial structure evolution in Sichuan province.Industrial structure evolution in Sichuan province in line with basic law of transformation of industrial structure in developing countries and regions, the proportion of primary industry declining, proportion of the tertiary industry rising from "123" industrial structure transformation to "231" form.Thirdly, this article is based on Statistical Yearbook data for1990-2011in Sichuan province, on the mode of industry structure and the employment of rural Sichuan Province:an empirical analysis of the relationship. That relationship between industrial structure and employment of rural labor force in Sichuan province, the agricultural employment of rural "crowding out" effect, secondary industry in the pattern of labor-intensive industries to non-agricultural employment promotion, rural labor force strong tertiary industry absorbed, however, great development potential, non-agricultural employment of rural labor force shift in Sichuan province led industry, construction industry and the third industry development.Finally, policy recommendations based on the conclusions of this article two aspects. Industrial structure adjustment, primary industry increased input in science and technology, promoting the transformation of non-agricultural employment of rural mode; Continue to maintain high employment in the construction industry to absorb force, mining potential to absorb the rural labor force in the manufacturing sector; Vigorously developing the tertiary industry, employment of rural labor force to expand it as the main channel. Employment policy support and social security measures, the relaxation of employment policy, deepening the reform of census register system; Increase investment in training to rural employment.
