Research On Obstacles And Countermeasures Of The Transportation Infrastructure Construction Of The Western Region Of China

With the implementation of the western development strategy, the economic development of the western region of China is rapid, the urbanization process of the western region of China is obviously accelerated, the scale of the transportation infrastructure construction of the western region of China has been improved. In recent years, the implementation of the One Road, One Belt strategy provides a good platform for the re-development of the western region, also puts forward higher requirements for the construction of transportation infrastructure of the western region. Because of the geographical remoteness, a very large area, complex natural environment and a relatively low level of economic development, there are some problems and obstacles in the process of transportation infrastructure construction of the western region, which have affected the sustained and healthy development of transportation infrastructure construction of the western region. Therefore, the research on the obstacles of the construction of transportation infrastructure of the western region is worthy to be studied.On the basis of literature review and basic theory research, the paper firstly analyzes the current status of transportation infrastructure construction of the western region. The analysis reveals the transportation infrastructure construction of the western region acquires a certain achievement, but compared with the eastern region there are still some problems, including the construction quality and level is not high, the construction development is not extremely balance and the dependence on the state investment. Based on this, Obstacles of the construction of transportation infrastructure of the western region of China is studied in this paper. The paper is committed to finding a solution to the "Short Plank" Problem of the construction of transportation infrastructure of the western region of China. Through reviewing the literature and interviewing with the experts, thirty-seven obstacle factors of the transportation infrastructure construction of the western region are identified. The paper takes the method of questionnaire survey to collect data, then it uses factor analysis method to determine the key obstacle factors of the transportation infrastructure construction of the western region. And by calculation the degree of influence of the key obstacle factors are detected. Results indicated that seven key obstacle factors influencing the transportation infrastructure construction of the western region showed the following order as: the imperfect administrative management, the complicated nature and geography environment, the lacking of research and development capability, the complicated macro social economic environment, the insufficient technology application, the high difficulty in construction, the shortage of land resources.In order to promote the fast and steady development of the transportation infrastructure construction of the western region, proposals in seven respects are put forward to take efficient measures, including the improvement of administrative management, the environmental optimization, the scientific and technological development, the improvement of macroeconomic environment, the full application of technology, the enhancement of construction, the intensive use of the land against seven key obstacle factors influencing the transportation infrastructure construction of the western region.The key obstacle factors influencing the transportation infrastructure construction of the western region which provide a clear direction for the construction enterprises to improve the project construction efficiency, offer a reference for the administration behavior, provide theoretic support for raising the level of the transportation infrastructure construction are preliminarily revealed. However, some limitations exist as to the data collection and empirical analysis that remain to be studied further.
