Therefore, in order to exercise of the basic functions of the state, the management of the state-owned assets in the northern air ranger station must due diligence.This study used a variety of research methods, in-depth study of domestic and foreign assets management mode and system, discussed the northward aviation ranger station in the management of state-owned assets, and in the light of these problems, analysis of the causes, from the concept of understanding,asset management, management system, management mechanism, asset management system and supervision angle carries on the thorough analysis. On the basis of these problems, to solve the problem of state-owned assets management, the management system is designed to optimize the management system. The optimization design of the state-owned assets management system is to establish the overall design idea, design principle, construct the optimal design model of the state-owned assets management system, improve the overall idea of the organization structure, and finally, carry out the feasibility analysis of-CRRC system optimization design.Construction process-CRRC state-owned assets management model as the theoretical basis, in northern air ranger station for the practice of the model, the paper establishes the organization and leadership of the process-CRRC state-owned assets management model assurance, followed by setting the advance the goal of each stage in the process of the system, establish the incentive and restraint mechanism to ensure the effectiveness of the implementation of the system, and ultimately, the establishment of detection and information feedback mechanism to maintain the system running.To establish the applicable in northern air ranger station in the state-owned assets management model, the model to the problem oriented and processoriented organization structure model and the implementation of the model to promote the work, the model enriches the theoretical study and practical experience of state-owned asset management is the innovation of this paper.
