| The reform of the state-owned assets supervision and management system is an important aspect of comprehensively deepening the reform.Operational state-owned assets are an important part of state-owned assets and play an important role in the national economic system.It is an important theoretical and practical subject to strengthen the supervision and management of operational state-owned assets,improve the efficiency of operational state-owned assets,realize the maintenance and appreciation of state-owned assets,and prevent the loss of state-owned assets.At the district and county level,the supervision of operational state-owned assets is also of great significance.This study focuses on the actual supervision of operational state-owned assets in X District of Chengdu,studies and combs the supervision of operational state-owned assets,existing problems and causes,and puts forward countermeasures and policy suggestions on this basis.This paper first expounds the basic concepts of state-owned assets,operational state-owned assets,state-owned enterprises,operational state-owned assets supervision and other related theories,and then analyzes and studies the operational state-owned assets supervision in Chengdu x district.Through a detailed analysis of the current situation and main practices of the supervision of operational state-owned assets in the District,it is found that there are a series of problems in the supervision of operational state-owned assets in the District,including imperfect system construction,no district level regulatory measures for operational state-owned assets,and imperfect specific regulatory systems for various assets;The implementation of regulatory functions is not in place,there are serious problems of multi supervision,the requirements of state-owned assets regulatory functions cannot be effectively implemented,and the responsibility boundary between state-owned assets regulatory institutions and other departments and state-owned enterprises is unclear;It is difficult to promote the reform and development of district owned enterprises.There is still a big gap between the current situation and development goals of district owned enterprises,and the risk management ability and level are not high;The amount of assets under supervision is not small,but the income generated is not high,the assets lack effective operation,a large number of historical problems exist and the progress of solving them is not ideal,which has a great impact on the income of assets.Through the analysis of the problems and causes,combined with relevant theoretical knowledge,this paper puts forward the following countermeasures and suggestions: improve ideological understanding and promote centralized and unified supervision.Formulate unified measures for the supervision and management of operational state-owned assets,and accelerate the improvement of specific regulatory systems for various types of assets;Clarify the functional orientation and smooth the regulatory system and mechanism.Clarify the responsibilities,rights and responsibilities of state-owned assets supervision institutions and other departments,state-owned assets supervision institutions and district owned state-owned enterprises;Strengthen overall planning and promote enterprise reform and development.Further optimize the layout of district owned state-owned capital,and enhance the management ability of district owned state-owned enterprises;Implement benefit orientation and improve asset operation level.We will expand and strengthen high-quality assets and improve the assessment and evaluation mechanism,so as to help x District of Chengdu improve and improve the supervision of operational state-owned assets,improve the level of asset supervision and promote regional economic and social development. |
