PCI Encryption PIN Pad Certification Project Performance Management

In order to avoid the occurrence of such event, People's Bank of China asks all ATM financial self-service equipment producers to improve or upgrade Encryption PIN Pad, with the written regulations, and one of them is that the module of Encryption PIN Pad used in ATM financial self-service equipment must be in accordance with the VISA/PCI standard. The company has attended the market bidding of various major banks, and the clients all clearly require that Encryption PIN Pad used in ATM financial self-service equipment must pass the certification of PCI. PCI Encryption PIN Pad certification project is characterized by strict safety requirement, more certification regulations, strict time restriction, and the perfect coordination of its structure, hardware, firmware and software, etc. In order to complete the certification in the speculated time, the project manager is required to be able to coordinate with all departments to better control expense and schedule. For the project management of many companies attending PCI certification, there are some problems, such as the low cost performance, unreasonable milestone plan, unscientific project tracing and inspection, and serious delay of the project, which all lead to the failure of certification. The companies which are engaged in PCI certification urgently need to make improvement in the project management so as to improve the project performance.Earned value is a kind of the method with advanced prediction and control for the schedule and cost, and through the development for dozens of years, it has been widely applied in many projects. The main role of earned value in the project management is mainly reflected in the implementation process of the project. The inspection is conducted according to the inspection items determined when the project was approved, which can accurately reflect the true schedule of the project and predict for the following development of the project, so as to make timely strategies for the possible situations of delay.This paper takes Datong Company's project of PCI Encryption PIN Pad certification as example to collect the data in the process of certification, and uses earned value to directly reflect the development condition of the project, and then make a prediction for the possible delay so as to make the corresponding solutions. Earned value is applied into PCI certification project, with the summary of shortcomings existing in the project implementation to make effective methods to improve, providing some reference and implications for the project management personnel.
