Following the sustainable development strategy of national energy, the ecological environmental protection work of hydropower station has been more and more concerned by the government and the public. At present, the enterprise application of hydropower station construction standards are belonging to the project acceptance criteria, and construction of Green Hydropower Certification Standards in the basic stagnation, currently does not have national level effectively, the implementation of Green Hydropower Certification standards can be enforced. In order to achieve the long-term coordinated and healthy development of hydropower and ecological environment, improve the enterprise's future energy market competitiveness, the organization of the application at the enterprise level "green hydropower standards" in the preparation of work shows important significance. In the preparation of project implementation process, because of some uncertain factors directly or indirectly affect the project schedule, cost, quality, how to use scientific and effective methods of management coordination, control, correct project plan, ensure project quality, to complete the project on schedule to write, it is to be discussed in this paper.This article focuses on how to apply the "earned value" analysis method for the preparation of project optimization research, it is based on the author's actual work project as the basis to study the "earned value" analysis method of project cost, schedule control. The main research contents of this article is through the modern project management method to correct the problems appeared in the process of execution of the project, the project cost and schedule in the controllable range, reduce the unnecessary loss of the project cost, scheduled to be completed the project objectives.From the domestic and foreign experts and scholars on the earned value analysis method to study the status quo and methods, it is the systematic study of the projects, the "three elements", network diagrams, WBS, Gantt chart, make value analysis related theory, drawing methods and calculation process and on the basis of relevant theories have a clear understanding.During practice, through the analysis of projects "three elements" to find out the project schedule, cost and quality related problems; through work breakdown structure diagram defined project scope of work, showing logic relationship between project, to identify shortcomings; to analyze the project schedule with Gantt chart, discovery and summarize the problems.In the project execution of the problems in the process were summarized and analyzed, the use of relevant theoretical basis to build the framework, re integration and segmentation of project decomposition graph structure, improve the responsibility of the personnel relationship, using network diagram express the logic relation between the sub projects, make its structure clear, finally the application of Gantt chart and the earned value analysis method of project cost and schedule optimization, combining correlation graph, table, the calculation formula, so as to achieve the purpose of cost and schedule control, completion phase of the project the project objectives and product transfer, for the follow-up related to the preparation of project provides theoretical basis and examples.
