Research On The Problem Of Rural Land Transfer In Taoyuan County

Land has always been the most basic living security for farmers, rural economic development is based on the establishment of the land, the most basic conditions to solve the three rural issues is the land. To promote the rural land moderate, reasonable and orderly transfer, can optimize the allocation of land resources, through the concentrated development of cultivated land scattered, small scale of production and operation problems; can make a strong agricultural industry scale, promote the adjustment of agricultural structure, promote intensive management and specialized production; can change the traditional mode of the family the unit of agricultural production, promote the development of modern agriculture; it can promote the rapid production technology, industry, capital management model in the introduction, improve agricultural efficiency and market competitiveness; can liberate more labor from heavy agricultural production, promote the transfer of rural surplus labor force, to accelerate the integration of city and countryside construction, realize coordination the development of city and countryside.This paper takes the rural land transfer in Taoyuan County of Hunan Province as the research object, and carries on the investigation to the competent departments and some towns of rural agriculture in the county. Through the analysis of the status and working experience of the county land transfer system, some problems existed in the process of land transfer in the county were found, and the reasons for the problems were analyzed. Finally, some countermeasures and suggestions were put forward. It is believed that the land transfer in Taoyuan county is generally in order to promote the orderly, the scale of land transfer is more obvious, the government has adopted a number of feasible measures in the aspects of institutional improvement, system improvement and incentive measures. But we should make the rural land transfer in a higher level, and realize the goal of agricultural modernization, but also need to improve the service platform, to promote the standard management, strengthen the publicity and guidance, improve the institutional mechanisms, and cultivate large business and other aspects of a more in-depth exploration and innovation.
