The Development Of American Think Tank For New Think Tank Enlightenment To The Construction Of Chinese Characteristics

American think tanks have a high development level, it shows in the latest global think tank report that six of the global top 10 think-tanks are American think tanks. After decades of the development, American think tanks have formed a relatively mature development path.Comprehensively analyzing the development of American think tanks and studying the problems and successful experience existing in the development have a strong reference meaning to the development of Chinese think tanks.Currently, China is in a critical period of social transformation, the domestic and overseas are both faced with a variety of problems to be solved, therefore, the government decision-making plays a very important role. However, because of the limited energy and experience of the decision-makers, it is difficult to realise the scientification and democratization of decision making, the power of the think tanks is needed. The importance of think-tank has been gradually realised after18 th CPC National Congress, especially the Third Plenary Session of 18 th Central Committee during which clearly proposed to build the new-type think tanks with Chinese characteristics. After decades of efforts, the development level of Chinese think tanks obtains an obvious improvement, but still relatively underdeveloped, lots of aspects still need to be improved,the construction of new-type think tanks with Chinese characteristics still needs various efforts. In addition to analyzing the meaning and significance of the construction of newtype think tanks, the ways of the construction are also need to be studied in the paper.The paper mainly consists of five chapters: the first chapter is introduction, the basic situation of this study is analyzed from the background and significance, the innovation points, the means and methods, and the present situation of domestic and foreign research.The second chapter shows the basic connotation of think tanks, mainly analyzing from the concept, the classification and the function of think tanks. The third chapter shows the development of American think tanks, comprehensively analyzing the development of American think tanks from development history, development characteristics, operation mechanism, the drawbacks existing in the development, and successful experience. The fourth chapter shows the present situation of Chinese think tanks, mainly analyzing the present development of Chinese think tanks from development history, operation mechanism, achievements and problems The fifth chapter is to improve the construction of new-type think tanks with Chinese characteristics, analyzing the meaning and significance of the construction of the new-type think tanks, and providing the ways of construction of the new-type think tanks.
