Study On Construction Of Nongovernmental Think Tanks In Guangzhou Area

In Nov.2013,the Third Plenary Session of the 18 th CPC Central Committee proposed "to strengthen the construction of new type of think-tanks with Chinese characteristics,to establish and perfect the system of decision-making consultation".In Oct.2014,on the 6th meeting of Central Leading Group for Comprehensively Deepening Reforms,Xi Jinping,the general secretary indicated that China ought to build a batch of high-end and influential thinktanks.In Jan.2015,the Central office and the General Office of the State Council issued Opinions on strengthening the construction of new think tanks with Chinese characteristics,which enhanced the construction of new features of Chinese think tanks to a strategic height.In Jun.2015,Guangdong released a file of Opinions on strengthening the construction of new type of think tanks in Guangdong.From central to Guangdong province,the construction of a new think tanks has attracted great attention of the governments and leaders.Private think tank is one of the important components of the new type of Chinese think tanks,which playing an important role in promoting the democratization and scientization process of public decision-making in China.Guangdong province as the front end of China's Reform and Opening up,also walking in the forefront of the country in the aspect of nongovernmental think tanks construction.In recent years,with the advocacy of national and regional governments,the number of private think tanks in Guangzhou shows a huge growth,and presenting a good development momentum.Meanwhile,it also exposed many problems,such as the strength of private think tanks still very weak,the quality of researches remain to be improved,the influence of private think tanks is scarce and so no.Expect lacking of financial resources and talent,private think tanks also lack of external resources such as support of government,media and public,which are the factors that restricting the development of private think tanks.This paper analyzes the problems existing in construction of nongovernmental think tanks in Guangzhou through two specific cases of Guangdong southern nongovernmental think tank Advisory Service Center and Guangdong Institute of comprehensive reform and development,combine with the operation characteristics of American independent think tank,to put forward suggestions for further development of the private think tank in Guangzhou area from three levels of macro,meso and micro.Nongovernmental think tanks are beneficial partner of policy makers,and build a platform between public and policy makers.Compared with other types of think tanks,nongovernmental think tank has the characteristics of strong independence,high flexibility and close to the public.Nongovernmental think tanks should give full play to their own advantages,and constantly improve the quality and impact of research results,to improve weak links at the same time,to invigorated the market,to make a valuable contribution to the modernization of regional governance system and governance capacity.
