Research On Industrial Structure Adjustment Of Jiangsu Province Under Low Carbon Constraint

Industrial structure is closely related to the economic development,energy consumption and environment pollution.Empirical and rational industrial structure can promote rapid economic growth,energy consumption reduction and environment pollution reduction.High fossil energy consumption and emissions of greenhouse gases lead to global warming and energy crisis,which cause great threat to human life.To adjust industrial structure is imminent.Jiangsu is a big economic province in China,but is also a big energy consumption province.It is a very difficult task to reduce carbon emissions.The industry is the dominant force of economy of Jiangsu,and it is the main energy consumption departments.To develop low carbon economy and promote the optimization of industrial structure adjustment is the only way to realize the steady and healthy development of economyThe article regards the 37 subdivided industries as the research object.First of all,it constructs the index system of choosing the leading industries in low carbon.It selects 10 indicators from four angles——the benchmark of low carbon,the benchmark of the industrial development potential,the benchmark of technical progress,the benchmark of regional comparative advantages.The indicators are as follows:carbon productivity,the competition of the intensity of carbon,the production scale of new product,labor productivity,profit rate of costs and expenses,the intensity of R&D investment,total factor productivity,the speed of technological progress,the contribution rate of technical progress,location quotient,then to choose the leading industries by the Weaver-Thomas model.According to the analysis of the situation of carbon emissions and the empirical results,the results has the following conclusions:(1)The carbon emissions of Jiangsu province is growing fast,and the carbon intensity of subdivided industries has obvious differences.(2)The model selects 13 leading industries,including 7 industries of equipment manufacture,its output accounts for nearly half of the total industrial output.(3)When making policies of industrial structure adjustment,the government must regard equipment manufacturing industries as the representation,the industries of energy processing such as pharmaceutical manufacturing must improve the efficiency of energy utilization.To avoid industry imbalance,it need attach importance to the development of textile and garment,apparel industries.The government should actively build industrial clusters in low carbon and integrate resources to create platform of sustainable development.
