With the development of economy, a large amount of greenhouse gases were released, the climate change problem deserve to be paid widely attention than before. On June 30 th, 2015, China subm itted a National Independent C ontribute Program to the secretariat of UNFCCC,the program prom ised that non-foss il fuels applied 20% in the consumption proportion of pri mary fuels and the carbon di oxide emissions per unit of GDP were decreased from 60% to 65% in 2030 compared to that in 2005.Cities are the concentration of high energy consumption and high carbon emission. In the view of end-use, the source of city carbon em ission can be divided into thre e main parts, na mely industry, living and transportation. The Industrial production is th e major energy consumption sectors.as well as the important part of the reduction of car bon emission. As the pilot zone of low carbon development city, Beijing plays an im portant role in guiding an d referring low carbon policy which will spread on a lar ge scale in our nation. The GDP of Beijing reach ed to 2.13308 trillion yuan in 2014, and its res ident population reached to 21.516 million. With the rapid development of economy and population, the demand of energy increases much more than before. The energy consumption reached to 68.312 million tons of standard coal in 2014. Th e industrial ener gy consumption reached to 15. 564 million tons of standard coal,accounting for 23% of total consumption. At the same time, the phenomenon of haze has become more serious than before. Throug h the research of chemical composition of PM2.5 in Beijing and source analysis of season al change, we find si x key sources are the constitution of PM2.5 in Beijing. The i ndustrial pollution is the m ain source, its contribution rate reaches 25%.Therefore, the development of low carbon industry has great significance on the promotion of air quality in Beijing and th e construction of low carbon economy.Based on the em pirical analysis of the rela tion of industrial deve lopment and carbon emission, we analyze the pres ent situation of industrial development in Beijing, ener gy consumption and carbon em issions,mainly explore the problem that the carbon reduction of industry in Beijing, and build the com prehensive development evaluation system of industry, including low carbon index. We analyze four areas in deep, that is the low carbon restrain of industry, such as its p roductivity of carbon and its com petitive power of carbon intensity; the scale merit of industry, such as the scale of output value and employment; the development efficiency of industry, such as the development efficiency of working; the development power of i ndustry, such as profit proportion. We should collect related data, apply the model of W eaver-Thomas, sort the de velopment power of industrial departm ent under every index in Beijing and choose the leading industry which obtains the development advantage in Beijing through synthesizing every index. Research results indicates that the industrial departments which have competitive power in developm ent scale, efficiency, power and the req uirement of low carbon restrain should concentrate on hi-tech industry, such as autom obile manufacturing, pharmaceutical manufacturing, computer, communication, the other electronic equipment manufacturing and so on. These industries are not only evaluated highly in the production power of carbon, the competitive power of carbon intensity. but also have grea t development advantage in its construction and development and rank in the forefront. Th erefore, we should propose corresponding policy and advice of low carbon developmen t of industry in Beijing based on the comprehensive evaluation results. Starting from concrete industrial department, we should strive to developing industries which hold a double advantage of low carbon and economic effects, transforming the original industrial construction, changing the way of production. Only in this way can we achieve the sound and rapid development under the restrain of low carbon.
